“Amending House Rule 56, relating to Motions Not in Order.”

Resolved by the House of Delegates:

That House Rule 56 be amended to read as follows:

Motions Not in Order

56. No motion directing the appropriation or payment of money shall be in order. All appropriations shall be made either (i) in the budget bill or (ii) in a bill providing for a supplementary appropriation.   No motion directing the appropriation or payment of money shall be in order unless it be a motion to amend the budget bill or a bill providing for a supplementary appropriation.
