I found a page with a dead link, as i went further i found the link
23 times or on 23 pages in this one category, file: jpg. Who fixes this stuff, the link had been dead since march. of 2017.

On English Wikipedia, dead links are often found, deleted, and/or fixed by bots. I don't know whether Commons has similar bots, but my guess is that it does. The Commons Village pump https://commons.wikimedia.org/wiki/Commons:Village_pump would be a good place to ask other Commons contributors about whether bots should have identified the dead links that you found. Bots, like humans, may have imperfections. :)
