Expected behavior: To comply with the style guide, h1 headings should be: font-family: Charter,Georgia,serif;

Observed behavior: Font is font-family: 'Charter Regular',sans-serif;. Note that is specifically for page titles, which are <h1 id="firstHeading" class="firstHeading">
