Checked on testwiki wmf.19 on iPhone 6s (375 x 667) and Samsung Galaxy S8 (360 x740) - topic & difficulty filters are in a fixed position.

There couple of minor UI issues on the iPhone device - filed as T289088: [minor-mobile] SE module UI issues on iPhone.
