English Wikipedia has numeric sorting for its categories
Open https://en.wikipedia.org/wiki/Category:Companies_by_year_of_establishment_and_country
"0–9" is created to as MediaWiki understands these are numbers and should be sorted using numeric sorting rather character by character
but Wikimedia Commons doesn't and there is no "0-9" on https://commons.wikimedia.org/wiki/Category:Photographs_in_the_Golestan_Palace_Library so 1039 is put before 108
