We plan to start engineering work in Q1 and ship fairly iteratively. I think a Q3 effort is OK as a "follow-on" work. We can always come back and improve something if there's a viable path..

This is a great problem to solve. Instead, I wonder if the problem is that users don't know when a new comment exists about a wish. Instead, what if we added a comment icon (and counter) on the wish index table, so people can see where the most vibrant conversations are happening?

For now we won't add a form field, as it is too disruptive and confusing to the average editor.
