Alternative Manure Management Program (AMMP)
CDFA’s Alternative Manure Management Program (AMMP) provides financial assistance for the implementation of non-digester manure management practices in California, which will result in reduced greenhouse gas emissions.
Upcoming 2024 Grant Solicitation
CDFA received $48 million for Livestock Methane Reduction in the Budget Act of 2022 (SB 154, Chapter 43), which would be distributed through the AMMP and Dairy Digester Research and Development Program. An additional $20 million for AMMP was appropriated from the Greenhouse Gas Reduction Fund (AB 179). These appropriations were intended to support two grant solicitation rounds, one in 2023 and another in 2024.
The 2024 AMMP grant solicitation round is anticipated to open in June or July 2024, and to have approximately $20 million available for award. Due to budget uncertainties, confirmed funding availability is dependent on the State Budget and will be determined on or after July 1, 2024.

CDFA awarded 31 projects for the 2023 AMMP solicitation, totaling $21.41 million in grant funding. The list of awarded projects is available. For those who also applied to the Dairy Plus Program for projects associated with AMMP, please visit the Dairy Plus Program page.
Applications were accepted between June 28 and August 28, 2023. CDFA received 53 applications requesting $36.22 million in grant funds. Application documents for the solicitation are available at Recipient Resources.

Technical assistance is available free of cost to AMMP applicants and grant awardees. Contact information for these providers can be found in the resources below.
- Technical Assistance Providers (TAPs) – CDFA has funded organizations around the state to provide free one-on-one assistance to dairy and livestock operators interested in applying for the AMMP and to assist grant awardees with project implementation.
- UC ANR Climate Smart Agriculture Community Education Specialists – CDFA has partnered with the University of California, Division of Agriculture and Natural Resources to offer Climate Smart Agriculture technical assistance to dairy and livestock operators interested in applying for the AMMP and to assist grant awardees with project implementation.
As of June 26, 2024, 71% of AMMP's 168 incentive projects have been completed.

CDFA’s Alternative Manure Management Program (AMMP) provides financial assistance for the implementation of non-digester manure management practices in California, which will result in reduced greenhouse gas emissions.
Alternative manure management practices involve handling and storing manure in ways that don't include use of an anaerobic digester, and support management of manure in a dry form. Currently, eligible practices for funding through AMMP include: pasture-based management; alternative manure treatment and storage (such as compost bedded pack barns); and solid separation or conversion from flush to scrape in conjunction with some form of drying or composting of collected manure.
CDFA has received funding from the Greenhouse Gas Reduction Fund (California Climate Investments) as well as the State’s General Fund for methane emissions reductions from dairy and livestock operations.
AMMP Demonstration Projects funds two types of projects:
- AMMP Demonstration Projects – New Technologies and Practices will fund projects that demonstrate to a wide audience innovation in the implementation of diverse manure management practices that reduce methane emissions and maximize environmental co-benefits on California dairy and livestock operations.
- AMMP Demonstration Projects – Advancing Practices Farmer-To-Farmer will fund projects that demonstrate through farmer-to-farmer outreach, the manure management practices that reduce methane emissions and maximize environmental co-benefits on California dairy and livestock operations.
