State Legislative Districts

The tabs below represent the state legislative years associated with the state legislative districts collected by the U.S. Census Bureau through the Redistricting Data Program. The state legislative district plans in effect for a specific legislative year are those boundaries in effect for that year’s election. Plan updates are collected every two years, and typically, new products are generated only for state legislative districts with changes. 

Changes to state legislative district plans are submitted to the Census Bureau by non-partisan state liaisons, identified by the governor and legislative leadership of each state at the beginning of each decade's Redistricting Data Program. Once these plans are processed and inserted into the MAF/TIGER database, the Census Bureau generates verification materials for each state to review and certify as accurate. Any reported changes to the verification materials were incorporated into these final products.

State legislative districts are generally included as part of the standard set of geographies for which decennial census and American Community Survey (ACS) 5-Year estimates data are produced. These data are available on data.census.gov. Selected other data products produced specifically for congressional and state legislative districts are referenced in the relevant tabs below, and are also available from data.census.gov.

The Census Bureau collects congressional and state legislative district plans from all states every two years, corresponding to the sessions of the U.S. Congress. The information on this page reflects the state legislative district plans as submitted by the state liaisons in Phase 4 of the Redistricting Data Program, i.e. those in effect for the 2024 election cycle. Eight states (Georgia, Minnesota, Montana, North Carolina, North Dakota, Ohio, Washington, and Wisconsin) delineated new state legislative district-upper (SLDU) chamber plans for the 2024 election cycle. Eleven states (Georgia, Michigan, Minnesota, Montana, New York, North Carolina, North Dakota, Ohio, South Carolina, Washington, and Wisconsin) delineated new state legislative district-lower (SLDL) chamber plans for the 2024 election cycle. A new SLDU plan was approved for Michigan after the Census Bureau collected these boundaries but still prior to the 2024 elections. The Michigan Senate (upper) chamber is not up for reelection until 2026, so that plan is not reflected in the geographic and data products below. It will instead be captured in our 2026 collection cycle. All other states, the District of Columbia, and Puerto Rico had no changes to their state legislative district (SLD) boundaries from the 2022 cycle. 

Data Products

2020 Census 119th Congressional District Summary File (includes 2024 State Legislative Districts) - Expected Release December 2024

The 119th Congressional District Summary File (CD119) will contain data for state legislative and congressional districts compiled from the questions asked of all people and about every housing unit in the 2020 Census. Population items include age, sex, race, Hispanic or Latino origin, household type, family type, relationship to householder, group quarters population, housing occupancy and housing tenure (whether a housing unit is owner-occupied or renter-occupied). 

The file will contain subject content identical to that shown in the 2020 Census Demographic and Housing Characteristics File (DHC), which was released in May 2023, but only include geographies related to the 119th Congressional and the 2024 State Legislative Districts. 

American Community Survey 5-Year Estimates Data

The American Community Survey (ACS) produces data for state legislative districts (SLDs) annually, as part of the 5-year estimates data releases. ACS data for the 2024 SLDs will not be released until December 2025. These data will be available on data.census.gov. Currently data for the  2022 SLDs are available. 

Geographic Products

Block Equivalency Files

These Block Equivalency Files (BEFs) are the whole 2020 Census tabulation block representations of the 2024 State Legislative District plans as submitted by the states to the U.S. Census Bureau. Eleven states had changes to their state legislative districts since the 2022 elections. The .ZIP file contains a national block equivalency file and individual state files for just those eight states that had changes to both their state legislative districts - upper chamber and lower chamber plans (Georgia, Minnesota, Montana, North Carolina, North Dakota, Ohio, Washington, and Wisconsin) and those three states with changes only to their state legislative districts - lower chamber plans (Michigan, New York, and South Carolina). The fields in these files should be imported as text to preserve leading zeros.

In instances where plans included split 2020 Census tabulation blocks, the Census Bureau requested that the state assign the whole block to one district for the purpose of tabulating data. These block equivalency files contain the whole block tabulation plan. The Census Bureau's maps and TIGER/Line shapefiles depict the correct location of the boundary (splits tabulation blocks).  A listing of those blocks split in the states' official plans is also provided.

Four states split blocks in their 2024 State Legislative District- Upper Chamber (SLDU) and State Legislative District- Lower Chamber (SLDL) plans: Colorado, Minnesota, North Dakota, and Washington. Additionally, Delaware split a block in their 2024 SLDU plan and Pennsylvania split a block in their 2024 SLDL plan.

TIGER/Line Shapefiles and Geodatabases

TIGER/Line products that include the the 2024 State Legislative Districts, the 119th Congressional Districts, and other geography effective as of January 1, 2024 will be released in the Fall of 2024. The congressional and state legislative district boundaries will be the boundaries as submitted by the state liaisons in Phase 4 of the Redistricting Data Program and in effect for the 2024 election cycle.

If the boundary of a congressional or state legislative district split a 2020 Census tabulation block, the Census Bureau's annual TIGER/Line products will depict the correct location (showing the block split) of the boundary. .

The shapefiles for the 119th Congressional and 2024 State Legislative Districts will be identified by their abbreviation within the file name: "cd119" for the 119th congressional districts; "sldu" for the state legislative districts - upper house; and "sldl" for the state legislative districts - lower house.

State Legislative District Maps

The State Legislative District (SLD) Reference Maps display the boundaries, names, and/or codes of SLDs in effect for the 2024 election cycle. Two separate map types make up this series: one that displays State Legislative Districts – Upper Chamber (SLDUs) and one that displays the State Legislative Districts – Lower Chamber (SLDLs). Each of these maps show the extent of the subject SLD, as well as the surrounding SLDs of the same type.

Relationship Files

The 2024 State Legislative District Relationship Files will provide simple relationships between 2024 State Legislative Districts and other 2020 Census tabulation geography including American Indian areas, counties, county subdivisions, census tracts, places, school districts, urban/rural population and land area, and ZIP Code Tabulation Areas. These files are scheduled to be released in early 2025.
