The possibility of the Crosstown Expressway proposed by the public works commissioner reflects the outmoded thinking of problem solving–namely, Paul Karas` emphasis on moving only motorists across the city.

I think our civil servants should begin thinking about the real problem of ”moving people.” A proposal like the Crosstown that does not include a median strip for a railed train is not looking at the whole problem.

If the Stevenson Expressway had included such a median strip for trains, we would not be engaged in the afterthought southwest ”L.”
