Four independent candidates for the Cook County Board charged Friday that county Democratic chairman Edward Vrdolyak has tried to harass the campaign of West Side teacher Bobbie Steele through complaints of election fraud lodged by a community group with Cook County State`s Atty. Richard M. Daley. Steele, who was joined by independent candidates Sidney Ordower, Jim Flint and John Fraire, met with Daley aides to ask that the complaint be dropped. A spokesman for Daley said the complaint, which alleges that Steele filed fraudulent signatures to qualify for the ballot, is under review.
