More than a third of the federally insured savings and loan associations were in weak financial condition as of mid-1985, the General Accounting Office (GAO) said in a report. ”By the middle of 1985 there were nearly 1,300 out of 3,180 federally insured institutions whose financial condition was weak when judged by conventional standards of financial strength,” the GAO report said.
