Plans move ahead for three Knox District towers set to flank U.S. 75

The Knox Promenade development has taken another step forward.

A three-tower development planned for Dallas’ Knox-Henderson neighborhood is moving ahead.

Knox Promenade, a project from Dallas’ Stockdale Investment Group and Houston-based Hines, will replace retail buildings and parking lot space on the approximately three-acre block between McKinney Avenue and U.S. Highway 75 at Armstrong Avenue.

Dallas’ city plan commission on Thursday approved development plans that call for a multifamily building, an office building and a senior living and memory care building, with the inclusion of an existing retail or restaurant building.

Dallas-based architecture firm GFF and Kohn Pedersen Fox out of New York are behind the design.

There would be mixed uses on the first two levels of the multifamily and office building and potentially at the senior living building. That could span uses such as restaurants with outdoor dining.

Underground parking has been incorporated into the design, along with 10-foot-wide sidewalks.

“This project represents a significant re-greening of an important site in the Knox District, replacing surface-parked, stripped retail with below-grade parking, pedestrian-friendly mixed-use development,” said Evan Beattie, chairman and CEO of GFF, noting that surface parking represents more than half of the land use on the current site.

Ninety-nine trees will be brought in to create a grove-like atmosphere, with a central roundabout anchored by a large central “tree island.”

The application for the project says developers are aiming to have 2.5% units at a price affordable for those earning 81% to 100% of the area’s median family income. Five percent of the units will also be micro-units.

Opposition to the project at the city plan commission meeting was voiced by a neighborhood resident, Erica Bachmann. Her concerns included the striking of deed restrictions that impact business hours and noise allowances, along with additional traffic and the soaring heights of the new buildings.

The project will incorporate existing standards around business hours, which involves business closures by 11 p.m., along with noise decibel levels, its application shows. A pollution control plan will be incorporated as well.

On behalf of the developers, Tommy Mann of law firm Winstead PC said that traffic improvements are underway and planned in the area, including McKinney Avenue’s impending shift to a two-way street.

Knox Promenade’s tallest building — the multifamily tower — could rise as high as 399 feet. That structure is slated for the corner of Armstrong and McKinney Avenues.

Stockdale first acquired the property in 2012. It began pursuing the development of the site in earnest in 2020, partnering with Hines on the project.
