Donald V. Phillips

Director, DLA Installation Management

Don Phillips began serving as Director of DLA Installation Management in March 2022. The Directorate consists of over 1,500 employees at 10 locations and is responsible for installation support activities including engineering; property accountability, environmental support; security and emergency services; process management and Family and Morale, Welfare and Recreation for the Defense Logistics Agency’s worldwide enterprise. A Pennsylvania native, Don received his commission through the US Army Reserve Officer Training Corps at Duke University in 1987. His military assignments included Operations Officer of the 11th Armored Cavalry Regiment in Fort Irwin, California, Professor of Military Science and Leadership at Western Michigan University and Chief, US Army Rapid Equipping Force, Baghdad, Iraq. Don retired from the Army in 2010 and joined DLA Disposition Services in Battle Creek, Michigan. There, he served in a variety of duties including Chief of Customer Support and Division Chief for Contingency Planning and Expeditionary Operations. Don deployed to Bagram, Afghanistan in support of Operation Enduring Freedom providing disposal support for north and central Afghanistan. From 2015 to 2019, he served as the Director of Installation Management at Battle Creek supporting DLA employees within the Hart-Dole-Inouye Federal Center and at over 100 DLA Disposition Services activities worldwide. Don is a 2019 distinguished graduate of the Eisenhower School of National Security and Resource Strategy with a concentration in Long Term Strategy. He is also a graduate of the Federal Executive Institute, the Naval Supply Corps Advanced Management Program and the Leading Strategically Program. Don holds bachelors degrees in zoology and history and masters degrees in Military Arts and Sciences and National Resource Strategy. His awards and decorations include the Combat Action Badge, the Legion of Merit, the Bronze Star with Oak Leaf Cluster, the Douglas MacArthur Leadership Award, the Australian Chief of Defense Commendation and the DLA Meritorious Civilian Service Award. Don is married to Evelyn Lionel Phillips. They have three adult children and one grandchild.
