GP Eamonn Mooney, who was paid £400,000 in salary during his suspension, was also found guilty of dishonesty for working at two other clinics while on sick leave with stress.
A General Medical Council panel found Dr Mooney failed properly to assess and examine patients at the surgery in Heywood, near Rochdale, Greater Manchester, where he had worked for 19 years.
Dr Mooney, of Rochdale, did not turn up at the hearing in Manchester. The panel will meet again next week to decide what action to take.
The TaxPayers’ Alliance said: “It is ridiculous that this has taken three years and so much public money has been wasted.”
