Television replays showed Suarez apparently bite the shoulder of the Italy defender as the pair clashed in the Italian penalty box, a minute before Uruguay scored the winner in the 81st.
Suarez was banned for seven matches by the Netherlands football federation in 2010 after biting PSV Eindhoven player Otman Bakkal when he played for Ajax.
After moving to Liverpool, he bit Chelsea's Branislav Ivanovic in 2013 and was banned for 10 games.
It was ridiculous not to send Suarez off
FIFA can sanction players for biting with bans of up to two years.
Chiellini said: "It was ridiculous not to send Suarez off.
"It is clear, clear-cut and then there was the obvious dive afterwards because he knew very well that he did something that he shouldn't have done."
