The Arsenal boss claimed it was "absolutely scandalous" that Carroll was not sent off long before he scored the hat-trick that virtually ended the Gunners' Premier League title hopes last week.
Wenger's fury follows an ugly lunge by Carroll on Arsenal's Laurent Koscielny before he went on a goal rampage that has sparked speculation about a possible England call-up.
"That he stays on the pitch is absolutely scandalous," Wenger raged. "The first foul it is a straight red. Watch it ten times, it's unbelievable but nobody speaks about that.
"I like the physical game," he added.
"But what is completely surprising is that people become horrendous when you tackle face to face.
"A tackle from behind used to be considered much more punishable but that is tolerated now."
