The best way to get everyone on board is to have a scientific meeting on a weekly basis, to understand the work needed, challenges present and what help is needed to overcome them. keep the meeting short, about 1 hr, as this is an all hands meeting. Even though only the leads speak, the leads can identify team members to speak, so the ground is heard. at the same time, the leaders and the leads are on the same page, this help to drive message consistency throughout the team. For finer technical discussion, after this meeting, you can breakout into small groups for indepth technical discusssions.

When I worked in the R&D team, I had a great leader who made sure that we had individual, project and team meetings every week.
