In my opinion, effective communication is absolutely crucial to prevent unnecessary clashes between web developers and designers. Communication between web designer and web developer is important as one knows whats best from UX and branding stand point and other know whats best from technical stand point 2 phases of communication: 1) When designer is developing UI, it is important for designer to explain logics behind it to developer at same time it is important for developer to keep check of technical feasibility of the UI being prepared 2) When UI is being implemented by developer, it is important that designer keeps check on proper and accurate implementation of his UI and ideas Different tools can be used to ensure effectiveness of communication. Ex: project management tools like Jira or something as simple as Slack

From the start, there should be open communication. It may be best for the designer and developer to meet up ahead of time to discuss the technical aspect of the designs that they are working on. In a lot of cases, there may already be a relative template to use and sharing that with the designer will mean that they are designing to fit within the bounds of the accepted prototypes of the site and not wasting time creating an entirely new design.

The way I might frame this is we all have different roles to play in the organization and being mindful and respectful along with being responsible for your own role makes the environment smooth. In case of conflict resolution I would prefer below steps: 1. Understand everyone’s roles and responsibilities. 2. In case of misalignment start the communication with the above point and create the doc. to bring the clarity. 3. Work with all stakeholders to align the R & R. 4. Get offline feedback from the stakeholders to avoid any direct conflicts. 5. Publish via email or newsletter once agreed from all. 6. A good developer needs to know how to translate what the designer wants. A good designer needs to know what to expect from a web screen and it's limitations before creating the layout.

I dont know to what degree they are saying they clash, but generally I believe if you can successfully separate form from function, you can let each discipline work independently, but together, without much clashing.
