The HPC: --Creates meaningful accountability for moderating health care spending growth by setting the annual health care cost growth benchmark and assessing the performance of the health care system to meet this measurable goal. --Oversees the changing Massachusetts health care provider market to identify and respond to market failures, and to provide independent analysis of the impact of health care market changes on cost, quality, access, and equity to the public and other key health regulators. --Issues data-informed, actionable policy recommendations necessary to reduce health care cost growth, promote affordability, and advance equity and to guide the future of health care reform in Massachusetts and the U.S. --Produces reliable, objective research and reporting to the public, the health care market, and to policymakers on health care issues that touch all residents of the Commonwealth, including trends in health care costs, consumer affordability, health care workforce, and health disparities. --Provides transparency on the structure and functioning of Massachusetts health care providers by collecting and disseminating key information through provider organization registration and certification processes. --Ensures patient access to needed health care by safeguarding the rights of health insurance consumers and patients regarding coverage and care decisions by health plans and certain provider organizations --Invests in innovative care models that engage hospitals, community-based organizations, and community members in delivering high-quality health care that is affordable, accessible, and equitable.

𝗦𝗽𝗲𝗻𝗱𝗶𝗻𝗴 𝗼𝗻 𝗽𝗿𝗶𝗺𝗮𝗿𝘆 𝗰𝗮𝗿𝗲 𝗮𝗻𝗱 𝗯𝗲𝗵𝗮𝘃𝗶𝗼𝗿𝗮𝗹 𝗵𝗲𝗮𝗹𝘁𝗵 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀 represented 14.3% of total spending for commercial members in 2022—a slight decline from 2021, according to CHIA’s latest report examining spending on these services in Massachusetts. Primary care and behavioral health are cornerstones of our health care system; these services are known to meaningfully shape patient outcomes and are often associated with lower health care costs and higher quality care. This series is part of CHIA’s efforts to offer policymakers and industry leaders objective data that can be used to track system-wide investments as well as to inform policies and market reforms in these areas. This report focuses on primary care and behavioral health spending for members enrolled in private commercial, Medicaid MCO/ACO-A, and Medicare Advantage plans for calendar years (CY) 2021 and 2022. New analyses in this report include primary care and behavioral health spending metrics by age group, payer, and managing physician group. HPC research projects Massachusetts commercial spending on blockbuster GLP-1 weight loss drugs to surpass $270 million in 2023, more than double 2022 spending. Alongside increasing prices for these drugs are increasing prescriptions -- in just the first nine months of 2023, 3.2% of Massachusetts commercial members were prescribed a GLP-1 drug, a 7-fold increase compared to 2018. HPC Executive Director David Seltz and HPC Designee on Senator Liz Miranda’s Special Commission on the Racial Inequities in Maternal Health Jasmine Bland joined supporters at the State House to celebrate Governor Healey’s signing of the historic Maternal Health Bill. This legislation will overhaul maternal health practices in Massachusetts and expand coverage for midwifery, birth centers, doulas and screening and treatment for postpartum depression, among several other initiatives to save lives. The HPC commends the passage of this legislation, one of the most comprehensive maternal health bills nationally, which supports the Commonwealth’s shared goal of reducing maternal health inequities and improving birth outcomes across Massachusetts.
