The Office of Procurement represents the culmination of procurement reform efforts that commenced in 2015 under the guidance of Shannon Hoppes. In 2018, the City of Los Angeles appointed its inaugural Chief Procurement Officer (CPO) and nurtured the initial team that would eventually evolve into the Office of Procurement. During the fiscal year 2022-2023, the Office of Procurement was established within the Office of the City Administrative Officer (CAO). This office holds the responsibility for continuously enhancing the City's procurement ecosystem, ensuring the seamless coordination of policies, processes, technology, and training to create the optimal procurement environment for the City of Los Angeles.

  • As AAPI Heritage Month comes to a close, we reflect on the notable contributions of individuals like Lisa Ishimaru, a Senior Management Analyst at the Ethics Commission. Learn more about her background in the City and her heritage below. Tell us about your background in the City and how you got to where you are today. I have been with the City of Los Angeles for over eleven years as an employee at the Ethics Commission. I was initially hired to handle advice on ethics-related City bidder forms and to manage the Ethics Commission’s formal advice process. In 2016, due to changes in City law, I helped to develop and launch the City’s Department Contract Filing System (DCFS) to create the City’s first comprehensive database of active contracts and bidders. This database continues to be updated with the cooperation of all City departments through quarterly reporting. I currently manage the DCFS system and its reporting requirements, continue to provide advice on ethics-related City bid and contracting laws, and also continue to manage the Ethics Commission’s formal advice process. Can you share a little bit about your heritage and what it means to you? As a fourth generation Japanese American, I was raised to be proud of my own heritage, even if it was different from others around me. I have been lucky to be surrounded by diverse communities my entire life, so in addition to being proud of my own culture, I was also raised to appreciate and respect other cultures and backgrounds. All of this has helped to shape my identity and some of the values most important to me – equality and fairness. These are values that I try to uphold in everything I do.

  • The Marshall School of Business Executive Education Small Business Leadership Development Program, in collaboration with the USC Office of Business Opportunity, a department of USC Civic Engagement and Economic Partnerships, is a comprehensive learning journey that has been crafted for small business owners at a pivotal career juncture. Due to MBDA/OBO grant funding, MBDA/OBO will offer 12 fully funded scholarships (valued at $16,080.00) to the first cohort of 12 selected rising CEOs in our communities! The program is taught by USC Marshall faculty and provides highly focused exposure to MBA level ideas and concepts to strengthen business operations more competitively, especially for those businesses seeking to grow and scale. Upon program completion, these leaders will be invited to USC Marshall alumni business events to further network, and their businesses will receive a digital badge which can be evidenced in future USC (or other) contracting opportunity responses.   • 🌟 Celebrating AAPI Heritage Month! 🌟 Meet Angela Tumbucon, a Senior Management Analyst at the LA Zoo. Learn more about her inspiring journey within the City of Los Angeles and her culture’s traditions below. Tell us about your background in the City and how you got to where you are today: I have been with the City of Los Angeles for ten years. I started my service with the Department of Water and Power. In 2016, I worked as a Management Analyst for the Department of Public Works’ Bureau of Contract Administration, focusing on labor compliance, small and diverse business certification, and organized the Small Business Academy and AccessingLA, the City’s flagship outreach event. In 2022, I transferred to the Office of Procurement’s Support and Strategy Unit where I assisted in procedure and policy development for the Regional Alliance Marketplace for Procurement (RAMP). I am currently a Senior Management Analyst for the Zoo Department’s Administration and Business Operations Division. How do you celebrate your culture’s traditions, and which one is your favorite? Filipino cultural traditions are usually celebrated around holidays throughout the year. Festivities have a theme, with coordinating decorations, attire, and celebrated with the family and profusion of food. Where two or more Filipinos are gathered, it easily transforms into a party with enough food for an army. Nobody leaves hungry or empty-handed because there’s always leftovers to go. Get-togethers include active and loud games, dancing, and, of course, the ubiquitous karaoke. My favorite tradition is the four-month long Christmas season that commences with playing Christmas carols and holiday decorating from September, lasting through January. I love changing the theme of the Christmas tree as the months change.
