To wrap up NCPERS 2024 Public Pension Funding Forum we heard from several pension experts and economists delving into essential topics that will shape the future of public pensions and the economy: 📊David Draine (The Pew Charitable Trusts) and Eric Atwater (Aon) discussed recent research highlighting states' improvements in their net amortization positions, emphasizing the importance of ongoing monitoring and sustainability valuation methods to ensure the long-term fiscal health of public pensions. 📈Gene Z. Kalwarski (Cheiron) and David R. Wilson, CFA (Nuveen, a TIAA company) explored critical actuarial and investment strategies for mature pension plans, offering valuable guidance for ensuring long-term stability and success. 💼David Altig from the Federal Reserve Bank of Atlanta delivered his much-anticipated economic forecast. ✨ Day Two Part Two Recap: NCPERS Public Pension Funding Forum ✨ During the afternoon sessions, we explored a range of critical topics shaping the future of public pensions: https://bit.ly/3Xa2uQ7 🔹 John Herrington, Director of Retirement Service Division within the Connecticut Office of the State Comptroller and John Garrett from CavMac took us through the impressive turnaround of the Connecticut State Employees Retirement System. They detailed the key strategies, including 2017 fiscal policies like taxes on capital gains and high-income earners, and the establishment of a budgetary cushion that led to improved funding levels and positive net amortization. 🔹 David Lamoureux of CalSTRS shared vital strategies for anticipating and managing negative cash flow in mature plans, with a focus on how demographic shifts and education policies in California are impacting long-term cash flows. 🔹 Kendal Killian (National Public Pension Coalition) and Mariem Mhadhbi (ValueCo) provided a comprehensive analysis of emerging state restrictions on ESG investing. They discussed methodologies for assessing the financial impact of these investments and how the policies are evolving. 🔹 Greg LeRoy of Good Jobs First explored how states can best leverage federal stimulus bills and highlighted the effects of tax subsidies and loopholes on state and local revenues. Day two of the Public Pension Funding Forum began with discussions around #AI, strategies for plans with negative cash flows, and private debt. https://lnkd.in/ev8SQrKQ To start the day, Pia Malaney, Institute for New Economic Thinking discussed the many ways AI may change the workforce--from productivity levels to wages--and how this may impact #publicpensions in the future. Continuing with the theme of AI and the future of #pensions, Frank Williams, chief information security officer for Teacher Retirement System of Texas, shared how his fund is addressing AI-related challenges and opportunities. Drawing from his 20+ years of experience, he also discussed the #cybersecurity landscape. Dan Doonan of the National Institute on Retirement Security discussed key takeaways from NIRS' research on the resulting challenges from closing #publicpensions, honing in on patterns for funds with high spend-down rates and plans with negative cash flow. Russell Kamp, Ryan ALM, Inc. then shared investment strategies for negative cash flow plans, highlighting the benefits of Cash Flow Matching strategies. The focus then turned to #privatedebt, with Debby Slack Cherney, SBCERA moderating a conversation with Jonathan Chen, CalPERS and Amanda Lynam, CPA, BlackRock on the pros and cons of the asset class. They discussed how mature plans can potentially benefit from incorporating private debt into their investment strategies. Young Soo Jang, Penn State University then shared findings from a survey of private debt funds, discussing how and why private credit funds and private capital have grown so rapidly, why they borrow from direct lenders, and other key takeaways from his research. #NCPERS #PPFF2024 #pensionfunding #publicpensions
