Five years ago, 34 lives were lost in a fire aboard the dive boat Conception, the deadliest passenger vessel incident in recent U.S. history. Today, #NTSB Chair Jennifer Homendy called for action on open safety recommendations stemming from our safety investigation. https://lnkd.in/ecM5gEeG As a result of the Conception Dive Boat accident, NTSB reiterated a safety recommendation to the U.S. Coast Guard to require all passenger vessel operators to implement safety management systems (SMS). The NTSB has recommended #SMS in the #marine mode for decades. In 2005, the NTSB issued a recommendation to the #CoastGuard to seek legislative authority to require all U.S.-flag ferry operators to implement safety management systems, and once obtained, require all U.S.-flag ferry operators to do so. https://lnkd.in/e5M_8sfX #Congress granted the necessary authority in 2010 mandating the Coast Guard to prescribe regulations to require SMS for US-flag ferry operators. The Coast Guard has not yet completed the rulemaking. https://lnkd.in/eXyqyvUz The SMS recommendation for all passenger vessels, including small passenger vessels like the Conception, was first issued after the NTSB investigation of a 2010 Staten Island Ferry accident in New York City that injured dozens. https://lnkd.in/esMgev8t That same SMS safety recommendation was reiterated following the NTSB’s investigation of the Island Lady in 2018 and at the conclusion of the Conception investigation in 2020. https://lnkd.in/eUgNEwHi The Conception is a tragic example of the need for rigorous safety standards for small passenger vessels.
