PEO C4I is the Navy’s first line to acquire the right communication and technology tools to deliver affordable, integrated and interoperable information warfare capabilities to the fleet. PEO C4I is headquartered at NAVWAR’s Old Town Campus in San Diego, CA. It includes eleven program offices responsible for acquiring fielding, and supporting C4I systems extending across Navy, joint, and coalition platforms. This includes the management of acquisition programs and projects that cover all C4I disciplines.

    On Thursday, August 22th from 9:00 am PDT – 12:00 pm PDT, the Naval Information Warfare Systems Command’s (NAVWAR) Program Executive Office for Command, Control, Computers and Intelligence (PEO C4I) is hosting its Third Annual Small Business Fair on the NAVWAR Old Town Campus, located in San Diego, CA. PEO C4I is the Navy’s first line to acquire the right communication and technology tools to deliver affordable, integrated and interoperable information warfare capabilities to the fleet. Its eleven program offices, which now also includes the Multifunctional Information Distribution System (MIDS) Program, are responsible for the management of acquisition programs and projects to acquire, field, and support C4I systems across Navy, joint, and coalition platforms. We are excited to invite you to this opportunity to meet face-to-face with PEO C4I leadership as well as representatives from across the NAVWAR enterprise. Attendees will include program and portfolio managers from PEO C4I, PEO Manpower, Logistics and Business Solutions (MLB), PEO Digital and Enterprise Services (DES). The event will kick off with a welcome from PEO C4I’s Program Executive Officer, Dr. Bill Luebke and our special guest, The Honorable Nickolas H. Guertin, Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN RD&A). Following the remarks there will be a 90-minute meet-and-greet event where you will get to visit with our enterprise-wide leadership by stopping at their designated table for a chat.     The 2024 Armed Forces Triathlon Championship, held at Naval Base Ventura County on June 29, marked another victory for the Navy's men's and women's teams which included PEO C4I's very own, Lieutenant Commander Meaghan Foster. It was Lieutenant Commander Foster's second time being selected to the team. "It was great to return to the race course knowing what to expect," she stated. "[The] swim would be cold, bike would be windy and run would be hot. I was incredibly grateful, honored and humbled to be surrounded by such talent and athleticism. The comradery on the race course is unlike anything I’ve experienced with athletes across all service branches working together to perform their best." Currently, Lieutenant Commander Foster serves as an Assistant Program Manager within the Undersea Communications and Integration Program Office (PMW 770). Congratulations to Lieutenant Commander Foster and the entire US Navy team.

Job Title: PEO C4I Security Manager Annoucement Closing Date: July 15, 2024 The PEO C4I Security Manager serves as the Subject Matter Expert (SME) and representative for PEO C4I in all matters pertaining to security. As the SME, recommends appropriate actions when derogatory information is reported to ensure the proper handling and protection of classified information in support of the NAVWAR Security Program. The incumbent will support the implementation of the organizational security program involving Operations Security (OPSEC), Information Security (INFOSEC), Industrial Security (INDSEC). The incumbent will provide guidance, training, and support to industry and cross-service military and government partners on appropriate communication and other forums, considering classification levels. Responsible for presenting findings and results to senior naval officials within NAVWAR, NIWC Pacific, and NIWC Atlantic. Will collaborate with leaders across the Navy’s and Marine Corps’ research, development, and acquisition community to ensure technology protection, and is responsible for engaging with various technology realms, including basic and applied research and deployed technologies. Will provide rapid response to physical security vulnerabilities and requests to include intrusion detection systems (IDS), automated entry control systems (AECS and additional physical security systems). Will provide guidance and expertise to C4I leadership regarding physical security requirements and procedures. Will conduct physical security walk-throughs of potential Secure spaces; identifying security needs, vulnerabilities, requirements and mitigation procedures to command leadership. Will complete Physical Security surveys on all C4I spaces; identifying and mitigating potential vulnerabilities. Anti-terrorism/Force Protection (AT/FP): Act as the Anti-terrorism Officer for C4I. Responsible for providing technical and operational support to command personnel on AT/FP matters, and will support NAVWAR in completing Level I AT training. Job Title: PMW 760 SCN Production APM Announcement Closing Date: July 19, 2024 The PMW 760 Ship Integration Program Office designs, integrates, tests, and delivers interoperable, cybersecure C4I end-to-end capabilities to Navy and Coast Guard surface ships, as well as the Aegis Ashore sites during new construction and modernization. It employs system-of-systems engineering and configuration management processes to increase commonality in deployed C4I baselines, reduce life-cycle costs, and sustain the most effective capabilities for Fleet warfighters. The PMW 760 Production APM serves as lead all PMW 760 C4I contracting throughout the lifecycle. The incumbent is responsible for reporting Cost, Schedule and Performance risks of Multiple Award Contracts and Task Orders aboard New Construction and modernization, globally. The Production APM ensures all aspects C4I planning, through award and execution for Navy, Military Sealift Command, U.S. Coast Guard, and Missile Defense Agency sponsors. The Production APM is the Technical Contracting SME for embedded NIWC PAC and LANT employees integrating NAVWAR Program of Record (POR) systems and capabilities.     Happy 4th of July from PEO C4I! 🇺🇸 #OTD in 1776, the Second Continental Congress unanimously adopts the Declaration of Independence, which announces the colonies' separation from Great Britain. Today, 248 years later, we celebrate with family and friends as well as thank all our Sailors and Marines across the fleet who defend our nation every day across the world's oceans.

    On June 20, Mr. Nicholas Bergeron relieved Captain David Gast as program manager for the US Navy’s Naval Command and Control Systems Program Office (PMW 150). The ceremony, held on the NAVWAR campus in San Diego, CA, was attended by nearly 130 family, friends, and colleagues. Dr. Bill Luebke, Program Executive Officer, Command, Control, Communications, Computers and Intelligence presided over the change of charge while Rear Admiral Jim Rodman, USN, Retired, served as the keynote speaker.

    Overview: 120 Advanced Information Warfare (IW) Antenna APM The PMW 120 Battlespace Awareness and Information Operations Program Office delivers assured intelligence, meteorology, oceanography, and information operations data, products, and services that provide Information Warfare capabilities to the Fleet. The Advanced Information Warfare (IW) Antenna program supports the requirements of multiple PMW 120 programs, including Spectral, Real Time Spectrum Operations, an additional classified program, and potentially programs outside PMW 120.  Specifically, new IW antennas are required to increase the frequency range of U.S. Navy systems to conduct effective Counter-Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance, and Targeting (C-C5ISRT) against emerging adversary threats. The Advanced Information Warfare (IW) Antenna Acquisition Program Manager (APM) will manage cost, schedule, and performance for a new acquisition Program of Record to develop and produce new IW antennas for a variety of new and existing shipboard systems. The Advanced IW Antenna APM will utilize the Adaptive Acquisition Framework (AAF) and the Planning, Programming, Budgeting, and Execution (PPBE) process to deliver new IW capability in compliance with all legal and regulatory requirements. The Advanced IW Antenna APM will coordinate a cohesive IW antenna development strategy among stakeholders within the Program Executive Office for Command, Control, Communications, Computers, Intelligence (PEO C4I) as well as relevant stakeholders from external PEOs to efficiently deliver new IW capability to the warfighter.     Overview: 150 North Atlantic Treaty Organization (NATO) Improved Link Eleven (NILE) PAPM Navy Command and Control Systems Program Office (PMW 150) provides operational and tactical command and control capabilities by integrating real-time and near real-time representations of tactical situations while including targeting support and chemical-biological warnings for Navy, Marine Corps, Joint, and Coalition warfighters. North Atlantic Treaty Organization (NATO) Improved Link Eleven (NILE) is an international cooperative project among a group of seven participating NATO nations (Canada, France, Germany, Italy, Spain, the United Kingdom, and the United States) to design, build, document, sustain, and improve the Link 22 system. Link 22 is designed to replace Link 11, which will be sustained through 2024. Link 22 provides beyond line of sight (BLOS) interoperability for the United States and allied nations. It complements Link 16 by providing a 1,000+ nautical mile (nm) range over as many as eight networks with auto relay between Link 22 networks and data forwarding between Link 16 and Link 22. Link 22 significantly extends the range of C2 without satellite or persistent airborne relay. The NILE PAPM is responsible for managing scope, cost, schedule, and performance of more than $7M per year for sustainment and improvement of the NILE products, a high visibility international project that enables Link 22. Activities entail providing support to nations implementing Link 22 on operational platforms, identifying issues and improvements, developing corrective solutions, system/cyber readiness. Constant coordination with many US and international stakeholders is required. The NILE PAPM is accountable for leading a highly successful international community of Link 22 users for key deliverables in the sustainment, improvement, and fielding of Link 22 capabilities for the U.S. and Allied Nations. More than 15 nations have joined the NILE nations in fielding Link 22.
