I find it helpful to define in the proposal HOW we will MEET THE project’s GOALS by defining the questions that we will answer, the approach we will use to answer those questions and the time frame in which we will devote to doing this work. This has made my proposals pretty bullet proof from scope creep. Also defined is who does the work and what resources, if any the client provides and when.
