What are the most effective project evaluation methods?
I’m not a fan of logic models, they tend to be reductive. The effort required to link resources to outcomes can obscure the additive relationships between different elements of a project. Also if the model becomes too complex, stakeholders won’t fully understand it.

What are the most effective project evaluation methods?
For large projects a combination of quantitative and qualitative justifications can be well worth the effort. For large expenditures the corporate decision making process is not purely subjective, there is an element of belief and emotional commitment required from senior leadership. The quantitative analysis will reassure them that they are being responsible, while the qualitative factors will help convince them they are being visionary.

What are the most effective project evaluation methods?
NPV is a useful perspective in evaluating projects, with 2 major caveats. The first is that it cannot be the only criterion, there are intangibles (e.g. risk reduction, technical debt remediation) that can be hard to quantify. The second is that you cannot assume that the NPV of not doing the project is zero, often projects are needed in order to stem the erosion of competitiveness. Both of these factors can be quantified but only approximately.
