    As rents continue to rise in urban areas and median incomes remain stagnant, housing is becoming more and more unaffordable given rising development costs. Further exacerbating this issues is a low supply of affordable units, and ever growing urban populations. This type of disparity has caused a lack of affordable housing for the general public, thus, prompting local, state, and federal governments to work with developers nationwide in order to accommodate citizens of all income levels. The most widely used tool that the federal government has in aiding in the creation of affordable housing is the Low Income Housing Tax Credit (LIHTC). This study examines whether or not there is a positive correlation between rising construction costs and the amount of LIHTC credits allocated in the state of Illinois, and in particular, Cook County.
