Overview


In this role, the Chief Information Officer has an exceptional opportunity to develop and advance the IT strategy for the City of Dallas, inclusive of cutting-edge solutions, and to lead the execution of this strategy over the long term. Success in this role will require strong leadership and communication skills including the ability to collaborate with stakeholders.


The Chief Information Officer (CIO) leads the department of Information Technology Services (ITS) which contributes to achieving the City’s mission to “enhance the vitality and quality of life for all in Dallas” by empowering the residents, visitors and businesses through sustainable, reliable, efficient, and effective technology services, infrastructure, and smarter government.

Information Technology Services has five divisions:


• Business Application Management

• Business Management Services

• Enterprise Technology Optimization & Transformation

• IT Security and Compliance Services

• Enterprise Infrastructure Services


The CIO conducts long-range planning, organizes, directs, and controls all data processing, programming, local network support, radio and data communications, and telephone communications for the City of Dallas.


The CIO reports directly to the Assistant City Manager within the Office of the City Manager.


Major Duties and Responsibilities

  • Plans and directs data processing encompassing technical computer system design, systems analysis, applications programming, the centralized computer facility operation for all major citywide systems and all data communications.
  • Oversees, coordinates, and directs the installation, maintenance, and continuous operation of the 911 emergency system and fire and police emergency dispatch systems.
  • Oversees, facilitates, and directs the citywide telephone system including over 7000 phone lines.
  • Plans and directs all citywide radio communication systems including all police, fire, streets, water, and health systems.
  • Develops and executes an IT strategy that takes advantage of emerging technologies.
  • Supervises including hiring, training, performance evaluation, etc.
  • Provides long range and comprehensive planning for the acquisition of all new technology and services and the upgrade of existing equipment to continuously improve service delivery, reliability, and workforce productivity.
  • Directs the operating budget to ensure expenditures remain within projected parameters; establishes policy and reviews procedures and ensures all internal control procedures are followed to provide proper accountability and compliance.
  • Works with Executive Leadership to continually optimize IT governance and decision-making processes.
  • Keeps abreast of emerging digital and business trends, develops, and executes an IT strategy that takes advantage of these trends, and collaborates with other business leaders to embed digital opportunities in business strategy.


Knowledge and Skills

  • Thorough knowledge of all computer systems and developments.
  • Thorough knowledge of telecommunications hardware and systems.
  • Knowledge of personnel management functions and ability to supervise a large workforce.
  • Knowledge of budget processes and ability to administer a budget.
  • Knowledge of the legal and procedural environment associated with major high technology procurement.
  • Ability to interpret departmental needs for technology and translate these into procurement in a cost-effective manner.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships.


Additional Requirements


Experience

  • 10 years of experience in Information Technology, Computer Science, Business Administration, or other related experience.


Education

  • Bachelor’s degree in Business Administration, Communications, Information Technology, or related field.

Salary Range



$168,657.69 - $210,822.11



The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
