We are seeking a Director of Grants and Planning who will provide leadership in advancing the mission of the agency by ensuring effective, high-quality strategic planning and program development strategies. The Director leads in the development of a comprehensive community needs assessment, has overall responsibility for all grant proposals leaving the agency, for ensuring compliance with all Community Services Block Grant (CSBG) and United Way requirements. The Director is also responsible for developing and maintaining Agency-wide program compliance activities which monitor and improve the effectiveness of Agency Services. The Director will champion continuous improvement efforts for all agency programs by ensuring that all programs have performance and outcome measures regularly assessing program success in achieving these measures.

Responsibilities Include

Oversee the development and monitoring of the agency’s Strategic Plan and Community Investment Plan (CIP) including appropriate long and short-term strategies for advancing agency goals.

Oversee CSBG compliance reports including the three-year Community Assessment Report and Strategic Plan, Community Action Plan, semi-annual Program Progress Review Reports and the Annual Plan in accordance with Results Oriented Management and Accountability (ROMA) and the National Indicators.

Serve as the central repository for all grants leaving the agency to ensure quality of applications and relevance to agency’s strategic direction.

Serve as project manager for triennial CSBG monitoring.

Receive, review and archive all corrective action plans, non-compliances and regulatory reviews received by all programs.

Monitor completion of corrective actions, regulatory and contractual responses and report to the agency's Executive Management Team on program responses, completed and accepted corrective responses, and incomplete or delinquent responses.

Receive, review and archive program goals and objectives. Work with Division Directors to offer assistance and support in the selection and formulation of appropriate goals.

Work with Division Directors to ensure timely completion and submission of monthly Board Program Reports, including completion of Dashboard data sets.

Assist and collaborate with programs in their preparation for scheduled regulatory, licensing, and contract reviews to develop work plans and prepare documentation for such external reviews.

Receive, review, and archive program policies and procedures. Review for content and clarity including: responsiveness to regulatory and contractual standards; messaging and directions to staff; and, consistency with agency mission, vision, and values.

In collaboration with the Chief Program Officer, conduct periodic internal program audits to both respond to identified program performance issues and to provide periodic and scheduled program assessments to enhance program performance and quality.

Develop and coordinate program self-assessment tools and assist program managers to conduct self-assessments, including those that are required by funding sources.

Receive and analyze results of Customer Satisfaction Surveys, and identify areas for program improvements to better respond to agency consumers.

Assist Division Directors to plan and carry out focus groups to receive feedback and suggestions from consumers of particular agency services and work to develop plans to respond to consumer feedback from both surveys and focus groups.

Provide supervision and support to the Grants and Planning Manager and Grants Coordinator.

Participate as a member of the Leadership Team.

Qualifications Include

Bachelor's Degree in related field preferred.

5-7 years in grant/compliance, program evaluation, risk management, program evaluation, quality improvement, and/or process improvement is required.

Demonstrated leadership skills and proven ability to motivate, organize and convene people and groups.

Ability to maintain confidentiality within the workplace.

Strong proven leadership and decision making abilities.

Demonstrated ability to comprehend and work with complex governmental regulations.

Ability to work in collegial manner with colleagues; able to “partner” with such individuals to achieve compliance and program improvements.

Ability to articulate program goals and policies to participants, other community agencies, and vendors.

Experience in program planning and administration.

Proficient computer skills required in computer software, data collection systems and data presentation.

Excellent organizational, interpersonal, oral and written communication skills.

Sensitivity to the needs of the participant population.

Good working knowledge of community resources available to low-income individuals and families.

Bilingual skills (English/Spanish or English/Khmer) a plus.
