- HIPAA stands for the Health Insurance Portability and Accountability Act of 1996. Don't forget, HIPAA has two As. A way to remember it is, aah, my data. The Department of Health and Human Services or HHS oversees HIPAA compliance and regulation. HIPAA was created to establish rules for how healthcare providers can handle, store, disclose and most importantly, secure protected health information or PHI. But why was it created? It wanted to give patients more power and control over some of their most sensitive data, because, let's be honest, not everything needs to be shared to any and everyone even in the world of healthcare.
