Unlike most of operations management, which is ongoing everyday activities, strategy development is only an occasional activity, but that doesn't mean it gets put in a filing cabinet until the next annual review. A typical framework of operations strategy deployment involves a 4-step loop. Strategy, development, implementation, monitoring, and review. The development stage is about clarifying objectives and taking decisions that make up the strategy and the links between them. Good strategy development has no generally accepted formula, but here are four essential ingredients. It should be comprehensive covering all the main issues. It should be coherent with all strategic decisions within operations and the other functions strategies supporting each other towards the same higher level objectives.
