The Environmental division of NV5 plays a significant role in shaping our communities through the services we provide. NV5 takes pride in helping our clients develop and deliver cost-effective and sustainable projects that improve lives and deliver solutions. For over 54 years, NV5 has been providing a broad spectrum of environmental consulting services to diverse clients. We believe that developing a purposeful work plan to address environmental issues is as important as the successful performance of each task. An understanding of and familiarity with the regulatory process is critical to achieving the project’s goals, thus we have integrated regulatory and technical expertise into our project team approach. Nearly every new project has an environmental footprint that triggers some form of regulatory permit compliance. At NV5, we collaborate with clients to identify focused and effective regulatory strategies to achieve project objectives. Our goal is to highlight the environmental constraints, schedule consequences, and cost implications associated with project implementation. NV5 assists clients with regulatory compliance issues, which can often be complicated and time-consuming. We deliver solutions to complicated regulatory compliance processes.

2024 is a Crucial Year for Title V Facilities: What to know about South Coast AQMD Rule 317.1   South Coast AQMD Rule 317.1, Clean Air Act Nonattainment Fees for 8-Hour Ozone Standards (adopted on June 7, 2024), applies to major sources of VOC and NOx emissions. This rule was created in response to the South Coast AQMD failing to meet federal ozone attainment targets and requires large stationary sources of emissions to reduce their emissions or pay hefty fees. 2024 is a crucial year for Title V facilities because baseline emissions for future compliance and fee assessments are determined by emissions in this calendar year. This year's facility emissions are crucial as they establish the baseline. If emissions do not decrease by 20% annually from this baseline, fees will be required. Title V facilities whose emissions are below baseline may be excluded from paying nonattainment fees. Potentially affected facilities need to know how this rule applies to Major Source Facilities (Title V), Duration of Fee Collection, How Fees are Calculated and Assessed, Fees and Payment Schedule, and Annual Emissions Reductions. Our team at NV5 specializes in South Coast AQMD rules and regulations and is here to help you navigate the complexities of this rule. We prepare air permit applications and plans for Title V Exemptions and Rule 317.1 Exclusion Plans to help you reduce your compliance costs. Contact Helene Jouin at [email protected] for more information about this rule and what compliance options are available to your facility.

CA Implements Adaption of EPA’s Hazardous Waste Generator Improvement Rule (GIR) On May 30, 2017, the U.S. EPA enacted the Hazardous Waste Generator Improvement Rule (GIR). California's adaptation of the GIR was sanctioned and became effective as of July 1, 2024. To align with the federal Hazardous Waste Generator Improvement Rule (GIR), the California Department of Toxic Substances Control (DTSC) made several key modifications to the state's hazardous waste generator regulations. Areas addressed include Re-Notification Provisions, Labeling and Marking Enhancements, Ignitable and Reactive Wastes, Enhanced Pre-Transportation Markings, Closure Regulations for LQGs, Incompatible Waste Storage in SAAs, and Preparedness, Prevention, and Emergency Procedures. California's adoption of the GIR brings important changes to hazardous waste management. These new regulations, now in effect, aim to streamline compliance and improve emergency response. NV5 recommends that generators of hazardous waste review and update their waste management programs to meet align with these new standards.
