Health Benefits Trust

The Health Benefits Trust (HBT) is a self-insured pool sponsored by the North Carolina League of Municipalities (NCLM). It provides employer group health benefits paid by the employer, as well as medical, dental, vision and disability for North Carolina local government entities. Local governmental entities include cities, towns, villages, counties, housing authorities, water and sewer districts, councils of government, transit authorities, ABC boards, regional libraries of North Carolina, and other eligible municipal organizations.

Grant Funding Opportunities

The Health Benefits Trust provides funding to support participants in the development or enhancement of worksite and Employee Assistance Programs.

Groups that participate in the Health Benefits Trust medical program are eligible to apply for the Wellness Grant to assist with a number of health-related initiatives as outlined in our new guidelines. New for 2024-25: groups can apply once a year with a varying funding model based on employees.

Applications for the Wellness Grant are to be submitted electronically through NCLM website. Wellness Grant application submission period opens September through November with awards in February.
