I. RATIONALE:

Urbanization has forced many of us to move from spacious farmlands to smaller homes or
apartments with limited or virtually nil garden space. Crop Cultivation particularly vegetable is generally
concentrated in rural areas with seasonal cropping approaches. The conversion of agricultural areas into
urban land use development such as subdivisions, residential spaces, institutional development,
commercial and industrial enterprises are increasing so rapidly in the Province of Cavite. Thus the area
for cultivation and production of agricultural commodities particularly vegetable are greatly affected. The
majority of the available supplies of vegetables to suffice the need of our populace came from the nearby
provinces or in other trading centers which often comes in low quality at a high cost.

When space is limited or there is no more available free soil or ground, urban farming and
container gardening are an attractive and successful substitute method of farming. This style usually
implies a small space or courtyards limited by denseness of an urban setting. Urban agriculture is farming
or gardening that occurs within an urban setting. Due to space limitations, urban agriculture can be very
creative, such as rooftop intensive gardening in raised beds, or vertical gardening in the small spaces
between buildings. Containers can be easily move around and only needs a very limited space.

The Bureau of Jail Management and Penology of GMA, Cavite has an estimated of _________
sq.m of uncultivated area within their facility. With the help of their _______ PDLs, this land can be
cultivated and turn into a backyard garden and be a source of fresh vegetables for their daily subsistence.
This can also be a source of additional income for PDLs by marketing their produce to interested buyers
or by establishing a vegetable hub outside the facility.

Hence, the idea of introducing the “Gulayan sa Komunidad: A backyard Vegetable Farming and
Hydroponics” as a livelihood program is hereby proposed.

II. OBJECTIVES:

Generally, the project aims to establish a backyard garden inside the new jail facility of Bureau of
Jail Management and Penology-GMA, Cavite and to empower PDLs by enhancing their capability to
produce their own food through adoption of backyard farming technologies. At the end of the project,
participants are expected to:

1. Learn the economics and advantages of backyard gardening


2. Establish backyard garden that produces organic vegetables;
3. Contribute to increase in food security and have a year round supply of fresh vegetables;
4. Provide livelihood program for PDLs;
5. Provide at-least a minimal source of income for PDLs.
