THE OPERATIONAL MANUAL OF
WINNERS’ CAMPUS FELLOWSHIP

This Operational Manual is made to provide a unified set of rules


which shall apply in all Winners’ Campus Fellowships under the
auspices of Living Faith Church Worldwide a.k.a. Winners’ Chapel
International (hereafter freely called the “Church” or the
“Commission”).

PART 1 – PREAMBLE, SUPREMACY CLAUSE

Preamble
We, the Youth Alive Fellowship (hereafter referred to as “YAF”) of the Church
on behalf of the Winners’ Campus Fellowship, firmly resolve:
To propagate the gospel and the reconciliation of men unto God according to
the tenets of the Holy Bible and The Mandate of the Commission under
whose auspices the fellowship operates

We DO HEREBY MAKE, AND GIVE the following Operational Manual:

Supremacy clause
This Operational Manual is supreme in all affairs of the Winners’ Campus
Fellowship and subject to the overriding interests of the mission and vision
of the Church which, in the event of contradiction or inconsistencies with the
said mission and vision of the Church, shall to the extent of such
contradictions or inconsistencies be null and void.

Any other mode of operations, guidelines or constitution, existent or


operative in any campus shall forthwith be null and void.

This Operational Manual shall be subject to The Mandate of the Commission
which shall be binding on all persons within the Winners’ Campus Fellowship.
In other words, and for the avoidance of any ambiguity, all operations and
activities of the Winners’ Campus Fellowship shall be within the framework of
The Mandate and not inconsistent with it. In the event that any operation or
activity arising from this Operational Manual is inconsistent with the
Mandate, such operation or activity shall to its extent of inconsistency be
void.

PART 2 – GENERAL
Name, Denominational affiliation, Membership, Purpose, Objectives and
Programmes and Inter-campus fellowship activities

1. The name of the fellowship shall be called Winners’ Campus Fellowship


(hereafter referred to as “WCF”).

2. (1) WCF is an arm of Living Faith Church Worldwide which is a


church comprising of Bible-believing and faith-filled Christians with its
major focus on preaching the word of faith and advancing God’s
kingdom. As a result, WCF shall associate itself with other Christian
bodies with similar identities within the framework of this Constitution
and The Mandate.

(2) WCF shall not associate or affiliate itself with anybody or


organization whose objectives and operations contradict Biblical
principles.

(3) WCF shall participate in the activities of Joint Christian Campus
Fellowship (JCCF); provided that such activities of JCCF do not clash
with primary activities of the Church that involves WCF, especially
where such activities hold at the church premises or outside the
campus vicinity.

3. (1) WCF shall be a fellowship comprising of students in all tertiary


institutions nationwide.

(2) Membership of WCF is open to all students and staff of tertiary


institutions.

4. The purpose of WCF shall be to extend the fulfillment of the Liberation


Mandate of the Commission to tertiary institutions.

5. The aims and objectives of the fellowship shall be –

(a) To propagate the gospel of Jesus Christ and promote unity, love and
growth in the body of Christ thereby increasing the numeric strength
of the Church of God;
(b) To organize Bible studies, prayer meetings, seminars, counselling and
any other programmes to aid the understanding of the Bible, the
tenets of the Commission and to encourage the application of same in
daily life;
(c) To create a platform to raise future leaders, men and women of
excellence and integrity;

(d) To engage in educational, charitable and developmental programmes
aimed at enhancing the quality of life and wellbeing of individuals
within and outside the campus;
(e) To embark on evangelical missions and programmes within and
outside the campus with a view to winning souls for our Lord Jesus
Christ;
(f) To hold tenancy or lease in any property, including land: provided that
such interest in land shall be obtained with the approval of and in
collaboration with the State church being a signatory to the
tenancy\lease agreement and original tenancy or lease documents shall
be retained at the State church; and
(g) To cooperate with any body or bodies whose aims and objectives are
identical with or complementary to the fellowship.

6. (1) All WCF programmes, activities, meetings and fellowships shall


be conducted within the campus or its surrounding perimeters.

(2) All WCF activities shall be subject to the regulations and


provisions of the institution concerned inasmuch as those activities are
consistent with the doctrines of the Commission.

(3) All WCF programmes, activities, meetings and fellowships shall


be in accordance with the provisions of this Operational Manual and to a
large extent, subject to provisions of The Mandate.

(4) (a) All WCF programmes, activities, meetings and fellowships


other than regular weekly meetings must have the full written approval
of the National Youth Pastor (NYP) with the knowledge of the State
Pastor through the State Youth Pastor (SYP);

(b) Application for approval under the above sub-article shall
be addressed to the NYP through the SYP and copied to the
State Pastor.

(5) Inter-campus fellowship programmes and activities are hereby


encouraged among WCFs within the same State or Region and such
activities may extend to sporting events.

(6) Programmes of WCF shall include but not be limited to –


(a) Bible Studies
(b) Prayer Meetings
(c) Outreaches (evangelistic, humanitarian)
(d) Special Programmes (seminars, trainings, anointing service,
etc.)
(e) Annual Programmes (hand over, etc.)

(7) Messages and teachings delivered at all WCF events must be


consistent with Biblical principles and the doctrines of the Commission.

PART 3 – PROTOCOLS
Worship service, Guest ministers, Ordinances, Reporting line

7. (1) No WCF shall hold service on any Sunday morning. All WCF
members shall attend Sunday service(s) at the State church or at any
Living Faith Church nearest to the campus.

(2) WCF may hold fellowship on Sunday evenings provided that such
meetings shall not take the form of a Sunday service but may include
Bible Study, prayer meeting, etc.

8. Subject to the provisions of Article 6(4)(a) and (b) above, all


invitations to guest ministers and guest music artistes shall have the
full written approval of the NYP with the knowledge of the State Pastor
through the SYP.

9. (1) Ordinances such as feet-washing, mantle, and communion shall


not be administered at any WCF meeting.

(2) The anointing oil and blood of sprinkling may be administered


during any WCF meeting provided that an ordained full-time or part-
time Pastor of the church is present to administer such ordinance.

10. No WCF shall own any landed property or venture into any building
project except and unless such land ownership or building projects
existed prior to the commencement of this Operational Manual:
provided that where the institution provides land or landed property for
the WCF, the WCF may venture into building on or maintaining such
land or landed property, with the knowledge of the State Church
through SYP and such development must be communicated to the NYP.

11. (1) Comprehensive monthly report of all activities of the WCF must
be submitted by the Coordinator through the SYP to the National
Secretariat of the YAF not later than the 5th day of every month.

(2) In the case of multiple campuses of an institution,


comprehensive monthly reports from the sister campus(es) shall be
submitted by the assistant coordinator(s) of such sister campus(es) to

the Coordinator at the main campus for onward transmission to the
SYP.

12. Apart from being a blessing to the fellowship, no alumnus is allowed to


directly or indirectly interfere in the running or day-to-day affairs of the
fellowship.

PART 4 – CODE OF CONDUCT


Discipline, Promptness, Dressing, Hierarchy, Utterances, Off-campus
retreats/trips

13. (1) Discipline and godly behaviour is required of every executive and
member of the WCF.

(2) Disciplinary actions shall be carried out by the Local Campus


Fellowship Council (LCFC) against any defaulter of conduct in
accordance with the Church disciplinary policy as spelt under Section
18 of The Mandate, particularly Articles 18.2, 18.4, 18.5 and 18.6
respectively, with necessary changes made to reflect the leadership
structure provided by this Constitution: provided that for disciplinary
purposes, the LCFC is vest with the power to investigate, determine
and administer disciplinary sanctions.

(3) Where a defaulter of conduct is a member of the LCFC, such


member shall be suspended from the LCFC for purposes of the
administration of discipline, without being stripped of his portfolio in the
executive council, pending the decision of the LCFC which decision shall
not take longer than a period of one-month.

(4) Any member of the LCFC indicted on any issue or found liable for
default of conduct shall be suspended from his office in WCF and shall
be liable to any of the categories of sanctions contained in The
Mandate.

14. (1) Promptness for every WCF executive and worker is mandatory.

(2) All executives and workers shall be prompt to every event.


“Promptness” here means being present before commencement of the
day’s activity.

(3) All WCF events must commence at the exact time prescribed in
the program printed for such activity; and all presentations at WCF
events must adhere to stipulated time in the schedule.

15. (1) All executives, workers and members of WCF shall at all events
be properly dressed.

(2) Proper dressing means –

(a) No short skirt, that is above the knee, or tight trousers, no


sagging, exposed tops, revealing dresses or ungodly inscription
on clothing; and
(b) Every executive should be formally dressed at all WCF formal
events, except in cases where the occasion demands otherwise.

16. All WCF members are to show respectful conduct towards their leaders
and to present themselves to serve at all times.

17. (1) Every WCF member is to take up the habit of speaking positively
at all times and in all situations.

(2) All leaders and executives are never to use abusive languages on
members and are to stay positive at all times.

18. No special WCF retreat or trip shall be organized, held or embarked on


outside the campus premises, apart from any WCF facility located off-
campus, for any purpose whatsoever without first obtaining the written
approval of the NYP through the SYP.

PART 5 – EXECUTIVE COUNCIL, SERVICE UNITS AND FUNCTIONS


Composition, multiple campuses, service units and their leaders

19. (1) There shall be established an executive council (hereafter called


the “council”) which shall be responsible for running daily affairs of the
fellowship.

(2) The council shall consist of the following officials –


(a) Coordinator
(b) Assistant coordinator
(c) General secretary
(d) Financial secretary
(e) Special duties coordinator

20. The Coordinator, who may either be a brother or a sister, shall be the
WCF chief representative whose duties are to –
(a) co-ordinate all WCF programmes and activities;
(b) chair every meeting of the council;
(c) represent WCF at YAF, JCCF and other formal meetings requiring
WCF representation;
(d) receive a comprehensive report of the activities of WCF from the
general secretary and transmit same to the National Secretariat
through the SYP;
(e) be co-signatory to WCF bank account;
(f) be present at every WCF audit session; and
(g) be a member of the LCFC.
21. (1) The Assistant Coordinator, who may be a brother or a sister,
shall assist the Coordinator and deputize the Coordinator in the event
of absence.

(2) In the case of multiple campuses of an institution, there shall be


an Assistant Coordinator I in the main campus and Assistant
Coordinator II or III in the sister campus(es), as the case may be.

(3) Other duties of the assistant coordinator are –

(a) to oversee and coordinate the activities of all service units in


their respective functions;
(b) be a member of the LCFC; and
(c) to carry out any other assignment as may be directed by the
Coordinator.

22. (1) The General Secretary shall be the WCF chief correspondent
whose duties are to –
(a) maintain records and write minutes of council meetings; and
shall read same at subsequent meetings;
(b) keep the cheque booklet of the fellowship;
(c) collate monthly reports of the activities of service units and
forward a detailed report of the WCF to the Coordinator, for
transmission to YAF National Secretariat through the SYP, latest
by the 5th day of each month;
(d) draft schedule of events for each service;
(e) be a co-signatory to the WCF bank account;
(f) issue notices of council meetings as approved by the
Coordinator;
(g) be present at every audit session;
(h) be a member of the LCFC; and
(i) carry out any other assignment as directed by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

(2) In the case of multiple campuses of an institution, there shall be


a General Secretary I in the main campus and General Secretary II or
III in the sister campus(es), as the case may be.

23. (1) The Financial secretary shall be responsible for keeping a


detailed account of all income and expenditure (including all receipts,
invoices, and other evidence of bill) of WCF and shall –

a) in conjunction with the Assistant Coordinator and special duties


coordinator, be responsible for preparing the monthly/quarterly
budget of the fellowship;

b) be responsible for coordinating the counting of offerings
collected during all WCF programmes and shall keep record of
same;
c) give detailed written monthly financial account and a
comprehensive financial report to the Coordinator at the end of
each semester;
d) be responsible for making bank deposits, withdrawals,
disbursements and remittances of WCF funds as approved by the
LCFC;
e) furnish the Coordinator with evidence of deposits, withdrawals,
disbursements and remittances made;
f) shall not be a signatory to the WCF bank account;
g) present all financial details required by the State Auditor who is
resident at the State Church;
h) be present at all audit sessions;
i) be a member of the LCFC; and
j) carry out any other assignment as directed by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

(2) In the case of multiple campuses of an institution, there shall be


a Financial Secretary I in the main campus and Financial Secretary II
or III in the sister campus(es), as the case may be.

24. (1) The Special Duties Coordinator shall coordinate the organization
and publicity of all WCF events in addition to other duties including –

(a) to be the custodian of all WCF equipment, sound system,


musical and visual instruments and general materials: provided
that he or she shall not put such items/materials into arbitrary

use or cause same to be kept in such custody that proves
inaccessible to members of the fellowship;
(b) to manage publicity, welfare and transport activities of the WCF;
(c) to coordinate effective publicity of all WCF programmes, using
hand-bills, tracts, fliers, banners, etc.;
(d) to coordinate the production and distribution of publicity
materials and souvenirs as approved by the council;
(e) be a member of the LCFC; and
(f) to carry out any other assignment or function as directed by the
Coordinator or Assistant Coordinator, in the case of a multiple
campus.

(2) In the case of multiple campuses of an institution, there shall be


a Special Duties Coordinator I in the main campus and Special Duties
Coordinator II or III in the sister campus(es), as the case may be.

25. Where there are multiple campuses of any institution, the office of the
Coordinator shall reside in the main campus while all other executive
offices shall be duplicated or triplicated, as the case may be, as
follows:
a) Assistant Coordinator I, II or III;
b) General Secretary I, II or III;
c) Financial Secretary I, II or III;
d) Special Duties Coordinator I, II or III;

26. The executive council shall meet once monthly save and except where
a situation arises requiring the Council to summon a special executive
meeting.

27. (1) There is hereby established various service units which shall be
responsible for the care and maintenance of WCF and shall consist of
the following service units –

(a) Prayer unit


(b) Ushering Unit
(c) Evangelism/Follow-Up Unit
(d) Education Resource Unit
(e) Decoration/Sanctuary Keeping Unit
(f) Publicity Unit
(g) Technical Unit
(h) Choir Unit
(i) Drama/Choreography Unit

(2) Each service unit shall be headed by a leader who shall be


responsible for coordinating the day-to-day affairs of the unit.

(3) All service unit leaders shall have an assistant who shall –

(a) Assist the service unit leader; and


(b) Deputize in the event of absence.

(4) The Assistant Coordinator shall exercise administrative oversight


functions over each service unit and is vest with power to approve
financial requisitions made to the Financial Secretary from service
units before same is forwarded to the Coordinator for action.

(5) All service unit reports shall be forwarded to the General


Secretary.

28. (1) The Prayer Unit shall be responsible for organizing and
coordinating prayers of the WCF.

(2) The prayer unit leader shall -


(a) prepare all prayer points and communicate same to the
Coordinator for vetting prior to all WCF meetings and services;
(b) ensure the smooth organization of all WCF prayers, fasting and
all-night prayer programme, as approved by the council;
(c) represent WCF at all JCCF prayer meetings as delegated by the
Coordinator; and
(d) carry out any other assignment as directed by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

29. (1) The Ushering Unit shall be responsible for the hospitality
concerns of worshippers as well as the maintenance of general
orderliness during WCF meetings and events.

(2) The unit leader shall –


(a) coordinate ushering at all WCF events and meetings;
(b) take and keep the attendance records at all WCF events
(c) coordinate the collection of, and in collaboration with the
financial secretary, count offerings collected at all WCF events;
(d) coordinate the distribution of materials (publicity, welfare, etc.)
during services and special meetings, as approved by the council;
(e) maintain custody and ensure safety of all such WCF items
related to hospitality, welfare and ushering: provided that the leader
shall not put such items/materials into arbitrary use or cause same to

be kept in such custody that proves inaccessible to members of the
unit;
(f) communicate regular and prompt attendance reports to the
General Secretary from all WCF events; and
(g) carry out any other assignment as directed by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

30. (1) The Decoration/Sanctuary keeping unit shall coordinate the


decoration and cleaning of the venue(s) of all WCF events.

(2) The unit leader shall –


(a) ensure that seats are arranged for service at all WCF events;
(b) ensure that the venue for all WCF events are clean and well-
decorated;
(c) maintain custody and ensure safety of all such WCF items
related to sanitation and decoration: provided that the leader shall not put
such items/materials into arbitrary use or cause same to be kept in such
custody that proves inaccessible to members of the unit; and
(d) carry out any other assignment as directed by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

31. (1) The Evangelism/Follow-Up Unit shall coordinate general WCF


evangelical outreaches.

(2) The unit leader shall be responsible for –

(a) proposing, planning and coordinating the executing WCF


evangelistic outreaches for each session;

(b) follow-up of new converts from the abovementioned outreaches
and other WCF events: provided that the unit leader shall
immediately report to the General Secretary the number of new
converts from all WCF outreaches and events; and
(c) carrying out other assignments as directed by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

32. (1) The Technical Unit shall coordinate sound, video and lighting at
all WCF events.

(2) The unit leader shall be responsible for –

(a) coordinating the production of quality sound and video at all


WCF events;
(b) coordinating the setting up of technical, visual, sound and
lighting instruments needed at any WCF programme regardless of its
level of importance; and
(c) carrying out such other functions as may be delegated by the
Coordinator or Assistant Coordinator, in the case of a multiple campus.

33. The Publicity Unit shall, in cooperation with the Special Duties
Coordinator, publicize all WCF programmes using both print and
electronic media and the unit leader shall be responsible for the day-to-
day running of the unit, in addition to such other functions as may be
delegated by the Coordinator, or Assistant Coordinator, in the case of a
multiple campus.

34. (1) The Education Resource Unit shall be responsible for WCF
literary resources.

(2) The unit leader shall be responsible for the following activities –
(a) undertaking the academic needs of WCF members, including
proposing and planning academic tutorials, seminars, trainings, etc.,
with the aim of inculcating effective reading culture in members and
the attainment of academic excellence;
(b) coordinating the sale of academic and spiritual books (optional);
and
(c) carry out such other functions as assigned by the Coordinator.

35. (1) The Choir Unit shall provide music and lead worshippers in praise
and worship sessions at all WCF events.

(2) The unit leader shall –


(a) coordinate rehearsals and direct the musical activities of the
choir
(b) ensure that musical instruments are handled with care during
rehearsals and ministrations by the choir; and
(c) carry out such other functions as assigned by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

36. (1) The Drama/Choreography Unit shall be responsible for


organizing and presenting drama, plays and choreography at all WCF
events.

(2) The unit leader shall –


(a) call for and coordinate scripts, auditions, rehearsals and direct
the productions and performances of the unit;

(b) ensure that all productions and performances of the unit have
very strong spiritual content;
(c) keep and maintain custody of costumes and properties of the
unit provided that the leader shall not put such items/materials into
arbitrary use or cause same to be kept in such custody that
proves inaccessible to members of the unit; and
(d) carry out such other functions as assigned by the Coordinator or
Assistant Coordinator, in the case of a multiple campus.

PART 6 – SELECTION AND DISSOLUTION OF EXECUTIVE COUNCIL


Selection, eligibility of members and dissolution of executive council, tenure,
Patrons and Inauguration and Meetings

37. Members of the council shall be selected from WCF membership,


according to the leading of the Holy Spirit: provided that a person shall
become eligible for selection into the council in accordance with Article
38.

38. A person shall be become eligible for selection into the council if such a
person is –

(a) A member of the Commission as well as a dedicated member of


the WCF;
(b) Baptized in water by immersion as well as baptized in the Holy
Ghost with evidence of speaking in tongues;

(c) Shown to have attended Believers’ Foundation School (BFS) and
Word of Faith Bible Institute (WOFBI) (with at least basic
certificate course (BCC) qualification);
(d) Shown to belong to and be dedicated to at least one service unit
in WCF;
(e) Not a new convert but has been a WCF member for up to one
academic year prior to his/her selection: provided that the
position of the Coordinator shall be occupied by a student who is
not below 300level academic year and has been a WCF member
from his first academic year and possesses a WOFBI qualification
in Leadership Certificate Course (LCC);
(f) An undergraduate student of the institution proven to have good
academic record with an average cumulative grade point of not
being less than 2.2;
(g) Of godly character;
(h) Not a member, either present or past, of any cult or social group
whose practices and ideals are against Biblical principles;
(i) Not indebted in any way to any person(s) or body; and
(j) Exhibits spiritual affinity and capacity to lead prayers and share
the word.

39. (1) Selection of new members of the council shall be made prior to
the expiration of the second semester.

(2) The process of selecting new members of the council shall be as


follows -
(a) A hand-over committee comprising of the SYP, Patron, the
outgoing Coordinator and two respectable final year members of

the fellowship shall be set up and inaugurated on the 3rd Sunday of
the 2nd semester. The final year members of the committee, who shall
be a brother and a sister, may not be erstwhile members of the
outgoing council
(b) No alumnus or senior brethren, howsoever called, is permitted to
interfere in any way whatsoever with the recommendation and/or
selection of new executive members of the fellowship.
(c) Service units are to recommend to the committee capable and
qualified hands not later than one week after the inauguration of
the committee
(d) Recommended candidates are to obtain, complete and submit
selection forms and other relevant documents to the committee not
later than one week after their recommendation
(e) Selection interview shall be conducted by the committee one
week after receiving the selection forms; and this interview may
span one week, depending on the number of forms received
(f) List of shortlisted candidates with their passport photographs
must be openly displayed before the fellowship and pasted on the
fellowship's notice board for observations from the congregation not
later than one week after the selection interview has been conducted.
In the absence of a fellowship notice board, the shortlisted candidates
shall be physically introduced before the fellowship, at least once.
(g) Observations from members of the congregation shall be made
in writing addressed to the committee. No anonymous observation
shall be treated, as members are expected to disclose their identities
when making their written observations.
(h) The committee shall discreetly consider written observations of
members with respect to any shortlisted candidate and may review its
selection, in the event of serious indictment

(i) List of successful candidates shall be published on the
fellowship's notice board and announced during fellowship. Also, in the
absence of a fellowship notice board, the successful candidates shall
be physically introduced before the fellowship, at least once.
(j) Following the publication of the list of successful candidates, an
induction session, lasting not more than two-days shall be conducted
for selected candidates, either before or after their inauguration, in
order to acquaint the candidates with the operations of the fellowship
and the tenets of this Constitution
(k) Inauguration/Hand-over service shall be conducted in the
manner provided under Article 41, at least one week before
commencement of second semester examinations

39. At the inauguration/hand-over service, the current executive council


shall become dissolved and the newly selected officers shall
immediately assume their respective offices.

40. The tenure of each executive officer shall be for one-full academic
session renewable only once: provided that such officer remains a
student of the institution and WCF.

41. All selected executive officers shall be anointed into their executive
offices by a full-time or part-time ordained Pastor of the Commission
in attendance at the inauguration service.

42. (1) The fellowship shall have a Staff Adviser (Patron), who shall be a
staff of the institution and shall advise the fellowship on matters
incidental to its relationship with the institution’s
administration/community.

2) The fellowship may have more than one Patron provided that the
Staff Adviser shall be a member of LCFC.

(3) Any Patron of the fellowship shall be a full member of the


Commission with proven godly character.

43. (1) The executive council shall meet at least once every month, that
is, the last Sunday of such month.

(2) In the case of multiple campuses of an institution, there shall be


held a bi-monthly joint meeting of the executive council drawn from all
the campuses, preferably held at the main campus, although venue
may be rotational.

PART 7 – THE LOCAL CAMPUS FELLOWSHIP COUNCIL


Establishment, Membership, functions, tenure, meetings

44. There is hereby established a Local Campus Fellowship Council (LCFC)


which shall be responsible for administrative oversight functions of the
fellowship.

45. (1) The LCFC shall have a membership of 8 persons comprising of


the following:
(a) The serving State Youth Pastor;

(b) The Staff Adviser (Patron);
(c) Another member of the Commission who shall also be a staff of
the institution; and
(d) All the 5 executive members of the fellowship.

(2) In the case of multiple campuses of an institution, the LCFC shall


also include the Assistant Coordinator(s) of the sister campus or
campuses, as the case may be.

(3) The LCFC shall be headed by the Staff Adviser who shall
preferably be an ordained worker of the Commission.

46. The functions of the LCFC are as follows:


(a) Shall be responsible for administrative oversight and financial
concerns of the fellowship;
(b) Shall be responsible for disciplinary matters within the
fellowship;
(c) Shall oversee all project activities of the fellowship; and
(d) For such other matters as provided in this Constitution.

47. (1) Membership of the LCFC shall be for a non-renewable 1-year


tenure for members of the fellowship executive council.

(2) Membership of the LCFC shall be for a 2-year tenure which is


renewable once for non-student members of the LCFC.

48. The LCFC shall meet once monthly.

PART 8 – FINANCE
Sources, Accountability and expenditures, remittances, projects, bank
account, imprest, signatories and report

49. (1) Sources of funds of the WCF shall include: offerings and tithes.
All Shiloh sacrifices and other offerings given in foreign currency of any
value must be remitted to the State church and receipt collected from
the State Church accountant, for record purposes.

(2) Each WCF shall create a means of generating funds, where


necessary: provided that such funds generation must be subject to
absolute trust in God as well as from voluntary/freewill giving and may
include sale of souvenirs, i.e. stickers, t-shirts, wrist bands etc.

(3) Fund raising events and appeal letters are strictly prohibited.

50. (1) There must be prudence in all expenditures.

(2) Every fund received and spent must be duly accounted for, with
proper receipts, invoices, bills and/or other evidence attached to it.

51. (1) The WCF shall remit the tithe of all its monthly income (that is
offerings, tithes, etc.)to the State Church or the nearest Living Faith
Church.

(2) All Shiloh sacrifices and offerings given in foreign currency of any
value do not constitute WCF income and must immediately be remitted
to the State Church and receipt collected from the State Church
accountant, for record purposes.

52. (1) WCF may embark on major projects such as venue rental,
purchase of musical instruments, bus acquisition, etc. with the
approval of the NYP with the knowledge of the State Pastor through
the SYP, upon the recommendation of the LCFC.

(2) Other projects such as welfare, events (seminar, trainings, etc.),


printing of flyers and souvenirs may be ventured into with the
approval of the SYP, upon the recommendation of the LCFC.

53. WCF shall have an account in any bank of choice and all income must
be paid into that account without delay.

54. (1) There shall be kept with the financial secretary an imprest fund
of not more than N5,000 only per week.

(2) Where for any reason, the financial secretary possesses any
amount exceeding the above stated Imprest fund; such excess must
be paid into WCF bank account immediately.

55. (1) The signatories to WCF account are: the Coordinator, the
General Secretary and the Patron.
(2) The Patron, the Coordinator and/or the General Secretary must
co-sign and approve before any fund is released from WCF bank
account for any project; where there are disagreements, the SYP must
be notified immediately.

56. A monthly financial report of the WCF must be submitted by the
Coordinator to the National Secretariat through the SYP not later than
the 5th day of every month.

PART 9 – MISCELLANEOUS
Amendment, application, interpretation and citation

57. The leadership of the Commission through the leadership of YAF


reserves the sole right to alter or amend any part of this Operational
Manual and no part of this Operational Manual may be amended or
deemed to be amended by any other person or persons.

58. This Operational Manual shall apply to all Winners’ Campus Fellowships
established under the auspices of Living Faith Church Worldwide a.k.a.
Winners’ Chapel International.

59. In this Operational Manual, unless the context otherwise requires –

“Campus” means within a tertiary institution premises or environment


where WCF is located.

“Cult” means any secret cult or confraternity, howsoever called,


whose ideals, principles and practices negate Biblical principles and
values.

“Joint Christian Campus Fellowship” includes any joint Christian


body existent in a campus, howsoever called.

“Land” includes landed properties, such as buildings, etc.

“Leadership” means the statutory leadership of Living Faith Church


Worldwide, including the President and the First Vice-President, except
otherwise described.

“National Youth Pastor” means the National Youth Pastor appointed


by the Church Authority to oversee the affairs of the Youth Alive
Fellowship Nationwide.

“Ordained Worker” means a worker ordained to serve in the


Commission and includes a deacon, deaconess, elder or part-time
pastor.

“Project” includes expenditure on major programmes, printing of


flyers, handbills, souvenirs, rentals, purchase of fellowship materials,
equipment and instruments.

“Social Group” includes any club or group whose membership


contravenes Christianity, to such extent that membership amounts to
being unequally yoked with unbelievers.

“Tertiary Institution” includes universities, polytechnics,


monotechnics, colleges of education, schools of nursing, etc.

“The Commission” means the Commission as defined in The


Mandate.

“The Mandate” means the official operational document containing
the operational guidelines and principles of the Living Faith Church
Worldwide a.k.a Winners’ Chapel International.

60. This Operational Manual may be cited as the Operational Manual of


Winners’ Campus Fellowship.
