 Article 1- Name and Seal
Section 1- Name
It shall be known and referred to as the ALPHA KAPPA RHO International Humanitarian
Service Fraternity and Sorority, Inc. (AKP, AKRHO, SKEPTRON).
Section 2 – Seal
The Official Seal shall be circular in outline consisting of an outer, middle, an inner rim and the
core hub. The outer rim is set in a red background with the logo of the institution, year of its
foundation and its moto encrypted in bold yellow. The middle rim is set in silver white the inner
rim is set similar in a red background and with no encryption. The core hub is likewise set in silver
background with the Greek letters.
AKP for ALPHA KAPPA RHO encrypted in continuous outline at the center in bold yellow. The
colors red, silver, and gold signifies the devotion, conviction and boldness ALPHA KAPPA RHO
vision while the Greek letters or symbols AKP written in in a continuous format signifies the infinity
of AKPHA KAPPA RHO to pursuit its vision, principles and goals. The moto VINCIT OMNIA
VERITAS is written conspicuously in bold yellow on the outer rim of the seal.

Section 3 – Seal Exhibited

This seal must be proximately exhibited or displayed in the official meetings and activities of the
ALPHA KAPPA RHO, and shall likewise be used and /or affixed in all official instruments, paper,
accouterments, artifice and other paraphernalia issued by or under the authority of ALPHA
KAPPA RHO, National Supreme Council.
Section 4- Seal usage and limitation
All Councils, Chapters international and local must add the official seal to their respective logo,
The size of seal must be 40% of the overall design of the official council and chapter logo.
The usage of the seal in business without written approval of the local council, is subject for
disciplinary action, to expulsion. Non ALPHA KAPPA RHO cannot use the seal, expelled,
suspended members cannot use the seal in any form during the suspension period.

Article 2- Mission and Vision

The ALPHA KAPPA RHO mission is to offer the best fraternal experience, focusing on personal
character development through leadership, scholarship, community service and for the attainment
of positive social experience, it likewise works for the advancement of true fraternal ties imbued
with respect, courtesy understanding and love among fellow Skeptron, Our vision is for the
advancement of a just and humane society, always seeking truth, enjoyment of peace, harmony
and goodwill with other fraternities.

All Skeptron goal must be:

“United in Building a Strong Powerful and Influential ALPHA KAPPA RHO, and Dominate all
Territories by Upholding the true Spirit of Brotherhood Peace and Equality to all”
 Article 3- Preamble, Doctrine and History
Section 1 Preamble
We, the members of ALPHA KAPPA RHO International and Humanitarian Service Fraternity and
Sorority, Inc. beseech the guidance of the almighty god, that we may conscientiously uphold the
value of true brotherhood and compassion. To always seek the truth, to love, promote, and
preserve peace and the welfare of our brotherhood. To support and to remain loyal to the doctrine,
founders, national council and to my brothers and sister, that I will not join other fraternal
organization, and to commit ourselves in building a stronger bond to god, country, family,
community and to ALPHA KAPPA RHO.
With this resolved, we do herby commit, institute, and promulgate this constitution.

elected once as the Grand Skeptron, of the recognized AKP Alumni Group.
Must have the recommendation by its local chapter, local council, local
provincial council and the AKP Alumni Group.
 The elected Chairman of the AKP Alumni Association for each jurisdiction can
appoint its officer and its appointment will be submitted to the NSC GS. only
active alumni members can be appointed to the position.
 The AKP Alumni Association Chairman can add position to best perform the
function, but it must not be a conflict of the other AKP position that may create
conflict and confusion. in a case the AKP elected position will prevail.

NSC Cluster A, Group C: ALPHA KAPPA RHO Sorority Qualification: for Luzon, Visayas,
Mindanao

 At least 25 years of age, a graduate of a degree or vocational course, been

elected once as the Grand Skeptron of the local chapter or any position higher
to the chapter level, had been serving AKP for the last 5 years actively. She
must have the recommendation by its local chapter, local council, and local
provincial council.
 The elected Chairwoman of the AKP Sorority in each jurisdiction can appoint
its officer and its appointment will be submitted to the NSC GS.
 The AKP Sorority Chairwoman can add position to best perform the function,
but it must not be a conflict of the other AKP elected position that may create
conflict and confusion. In a case the AKP elected position will prevail.
Note: all elected Chairman and Chairwoman will report directly to the NSC Grand Skeptron, they
will also submit their monthly report to the NSC GS.

Article 6- Officers, Powers and Functions

.Section 1. The National Supreme Council

1. Grand Skeptron Cluster A, Group a,b,c: National Level
a. He shall hold the highest executive position in the AKP with in the National Level of
the Philippines, He will be directly reporting to the Board of Trustee (BOT) and the
Executive Committee of the 16 Founders, heads by the Grand High Skeptron (GHS)
Founder Jose Chua.
b. He is the overall head of the National Supreme Council, provided all the actions that
needs implementation should have the approval of the Board of Trustee and should
be noted by the Grand High Skeptron founder Jose Chua.
c. He shall be responsible for its general affairs and shall preside in all its meetings, and
shall have the administrative power over all Luzon vgs jurisdiction, Visayas vgs
jurisdiction, Mindanao vgs jurisdiction, Alpha Kappa Rho Alumni association, Alpha
Kappa Rho Sorority, Regional Councils, Provincial Council, Local Council and Local
Chapters.
d. The National Grand Skeptron will submit an annual forecast for the year (form 0015)
this will be the basis for the GHS, BOT to evaluate its performance quarterly, if the
NGS fail to hit the projected target at that quarter, a disciplinary action will be given to
all the officers of the NSC and a warning. Fail to hit the target 3 consecutive quarter.
The GHS, BOT will convene to appoint an officer in charge to replace the non-
performing officers, the basis and proof on non-performing should be not getting the
projected target for the year (form015), NSC GS monthly report to GHS, BOT (form
016), the GHS, Bot a case hearing will be given to the non performing officers as a
due process (form 020).
e. The NSC GS will submit monthly report to the GHS, BOT. (form 016)
f. He shall make certain that all the AKP Alumni Association, AKP Sorority, regional
councils, provincial councils, local councils and local chapters, under his office shall
observe, act upon, comply, abide, conforms, and follow all rules, regulation decree
verdict, announcement judgement, orders and the requests handed down by the
National Supreme Council.
g. He shall have the duty to review and approved expenses vouchers. Together with the
treasure keeper or the national treasurer, he shall present to the GHS, BOT and to all
the Council the Annual budget for the year.

with in the same position for a total of 4years, but in any case the NGS and its officers
were verified to be untrustworthy, they can be immediately be subject to disciplinary
 action by the BOT, the NGS and the officer can never be reelected to any position in
the future within the AKP due to public trust.
i. He can create committee and appoint committee chairman that does not conflict with
the duties and function of the elected officers

2. Vice Grand Skeptron Cluster A, Group a: National Level

a. Vice Grand Skeptron for Luzon, Visayas and Mindanao Jurisdiction

 There shall be a voted and elected vice grand skeptron representing the
islands Luzon, Visayas and Mindanao.
 shall be the member of the National Supreme Council with the voting rights as
far as legislation and judicial decisions are concerned, when same power
presented to the National Supreme Council for deliberation.
 They will report directly to the NSC GS.
 They are responsible for all the regional councils in their respective jurisdiction
that includes NCR, CAR, ARMM also considered as regional councils.
 They will make sure that the NSC target will be meet monthly and they will
submit monthly report to the NSC GC (form 016) for the status and activity of
all the regional councils in their area.
 In Case of vacancy of the position of the NSC GS the GHS, BOT will select
one among the 3 VGS (VGS of Luzon, VGS of Visayas, VGS of Mindanao,
VGS AKP Alumni Association, VGS of Sorority) majority votes of the GHS,
BOT will follow.

3. Master Keep of the Scroll (Secretary) Cluster A, Group a: National Level

for Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected secretary representing the islands Luzon, Visayas
and Mindanao
He shall act as the secretary of its jurisdiction and shall keep the minutes of the meetings
of its jurisdiction. He shall be responsible for the dissemination of all communications,
correspondence, notice and advisories, etc. He shall have the safe custody of the official
files, records and all the other papers pertaining ALPHA KAPPA RHO. He shall be
responsible for the production of the national seal whenever a meeting of its jurisdiction.

4. Master Keeper of the wealth (treasurer) Cluster A, Group a: National Level

for Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected treasurer representing the islands Luzon, Visayas
and Mindanao
He shall be the custodian of financial documents of AKP, and such shall likewise have
the obligation to collect, receive and disburse all money and valuables upon the direction
of the national grand skeptron. He shall keep and have charge of all the book of
accounts, which shall be open for inspection and be audited by the national auditor of its
jurisdiction. He is responsible for consolidating all the regional council reports regarding
to financial matters (form 016). And generate a monthly report to the NSC GS and the
financial status of the regional councils and provincial councils.

5. Master Sergeant at Arms Cluster A, Group a: National Level

for Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected Sergeant at Arms representing the islands Luzon,
Visayas and Mindanao
He, as head of the disciplinary committee on its jurisdiction, has the duty to receive
complain (form 011) and grievances, hear its merit and submit to the national grand
skeptron his report and recommendation thereof. He shall have the power to call the
attention of earring regional council officers, provincial council officers, local council
officers. He shall also know as the traditional rights keeper for all the new applicant.
 6. Master Public Relation A, Group a: National Level
for Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected Public Relation Officer representing the islands
Luzon, Visayas and Mindanao, he shall have the duty to see to it that the different
chapter’s and council’s have a healthy relations in different colleges and communities in
their respective jurisdiction, and shall, upon orders of the National Grand Skeptron
likewise have the duty to speak for and in behalf of the National Supreme Council, He
is responsible in promoting the activity of the council in his respective jurisdiction.

7. Master Examiner of Accounts Cluster A, Group a: National Level

for the Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected Auditor representing the islands Luzon, Visayas and
Mindanao
He shall review, check, inspect, examine and inventory all the monetary received and
disbursed by the master custodian of wealth (form 012) on its jurisdiction, he shall
generate monthly report to the nsc gs, (form 016). He will audit the regional auditor,
provincial auditor, to verify that they perform their audit duties to their respective regional
council and provincial councils.

8. Chairman : Alpha Kappa Rho Alumni Association Group B: National Level

for Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected chairman representing the islands Luzon, Visayas
and Mindanao

 He is responsible for recognizing and accrediting all the AKP alumni

association in the Philippines.
 They will make sure that the NSC target will be meet monthly and he will submit
monthly report to the NSC GS (form 016) for the status and activity of all the
AKP Alumni Association.
 Create programs to intensify the AKP Alumni involvement of the growth of AKP
 Note: before a local AKP group accept an AKP applicant, the applicant must
furnish first form 022. Fail to do so is subject for disciplinary action to the
chairman and to the applicant.

9. Chairwoman: ALPHA KAPPA RHO Sorority Group C: National Level

for Luzon, Visayas and Mindanao Jurisdiction
There shall be a voted and elected chairwoman representing the islands Luzon, Visayas
and Mindanao

 She will report directly to the NSC GS.

 She is responsible for recognizing all the sorority who survive in the local
chapter level
 They will make sure that the NSC target will be meet monthly and they will
submit monthly report to the NSC GC (form 016) for the status and activity of
all the AKP Sorority.
 Create programs to intensify the AKP Sorority involvement of the growth of
AKP
 Must participate on the Government activity that is related to woman’s welfare.

10. Council Outside of the Philippines shall report directly and communicate with the
National Grand Skeptron of the activities in their respective councils or chapters.

Section 2. The Regional Councils

The main responsibility of the Regional council is to ensure the domination and creation
of provincial council in his respective jurisdiction, Regional council will regulate all the
provincial councils with the directive of the National Council’.
1. Grand Skeptron Cluster A, Group a: Regional Level
a. He shall hold the highest executive position in the AKP with in the Regional
Level of the Philippines. He will be directly reporting to the National Supreme
Council Vice Grand Skeptron in his jurisdiction.
b. He shall be responsible for its general affairs of all the provincial councils in his
jurisdiction and shall preside in all its meetings, and shall have the
administrative power over all provincial council under his jurisdiction.
c. He shall hold office for the period of (2) years. He may seek reelection for
another term with in the same position for a total of 4 years. But in any case
the RGS and its officers were verified to be untrustworthy, they can be
immediately be subject to disciplinary action by the NSC, the RGS and the
officer can never be reelected to any position in the future within the AKP due
to public trust.
d. All regional council must submit 1 week after Aug. 8 form 009 to the nsc vgs of
his jurisdiction.

2. Vice Grand Skeptron Cluster A, Group a: Regional Level

He shall represent the rsc gs in his absence, and responsible in monitoring on the
activity of the provincial council on his jurisdiction, particularly the recruitment target of
the nsc. He will report directly to the rsc gs. He must consolidate all the provincial
councils report data on the form 001, form 002, form 003 and submit report to the rsc
gs.

3. Master Keep of the Scroll (Secretary) Cluster A, Group a: Regional Level

He shall responsible on all the meeting minutes, and record of all the form that is
submitted from the provincial level. He shall consolidate all the data and generate a
monthly report to the rsc gs on the status of all the provincial council on his jurisdiction.

such as memo, directive, and all info that needed to be disseminated to the provincial
level.

his jurisdiction.

He shall represent the psc gs in his absence, and responsible in monitoring on the
activity of the provincial council on his jurisdiction, particularly the recruitment target of
the nsc. He will report directly to the psc gs. He must consolidate all the local councils
report data on the form 001, form 002, form 003 and submit report to the psc gs.

Grand Skeptron in his jurisdiction.

jurisdiction and shall preside in all its meetings, and shall have the
administrative power over all local chapters under his jurisdiction

The local chapters represent the collegiate and community chapters, community
chapters jurisdiction is the barangay itself, only one chapter per barangay and collegiate,
the standard naming method of chapter to follow: for all collegiate chapter must starts
with ALPHA and the community chapter must start with beta to omega, note only
collegiate chapter can use the ALPHA combination,
Ex of standard name collegiate.: 1. Alpha Alpha – University of San Carlos , Cebu City Local
Council. / 2. Alpha Beta – University of San Jose Recoletos, Cebu City Local Council / 3. Alpha
Epsilon – Cebu Institute of Technology University – Cebu City Local Council, 4. Alpha Delta –
Cebu Doctors University Mandaue Local Council / the formula: chapter name + school
name+local council.
Ex of standard name for community chapters: 1. Rho Delta – Brgy. Tisa Cebu City – Cebu City
Local Council, Kappa Gamma- Brgy. Punta Prinsesa Cebu City-Cebu City local council, 3. Pi
Omega- Brgy. Kalunsan Cebu City- Cebu City Local Council, 4. Omicron xi –Brgy. Marigondon

The main responsibility of the Local Chapters is to ensure the domination of AKP in their
respective School and Barangay to recruitment, project and activities.
1. Grand Skeptron Cluster A, Group a: Local Chapter Level
a. He shall hold the highest executive position in the AKP with in the Local
Chapter Level of the Philippines, He will be directly reporting to the Local
Council Grand Skeptron in his jurisdiction.
b. He shall be responsible for its general affairs of its members in his jurisdiction.
and shall preside in all its meetings form 018, and shall have the administrative
power over all the members under his jurisdiction
c. He shall hold office for the period of (1) year. He may seek reelection for
another term with in the same position for a total of 4years, but in any case the
local chapter and its officers were verified to be untrustworthy, they can be
immediately be subject to disciplinary action by the psc, the local chapter GS
and the officer can never be reelected to any position in the future within the
AKP due to public trust.
d. All local council must submit 1 week after Aug. 8 form 005 to the local council
of his jurisdiction.
e. Power to collect monthly dues (to be determined by its local members)

2. Vice Grand Skeptron Cluster A, Group a: Local Chapter Level

He shall represent the lc gs in his absence, and responsible in monitoring on the
activity of the provincial council on his jurisdiction, particularly the recruitment target of
the nsc, he will report directly to the local chapter gs.
 3. Master Keep of the Scroll (Secretary) Cluster A, Group a: Local Chapter Level
He shall responsible on all the meeting minutes, and record of all the form and
disseminate information to all the chapter members, he responsible in setting the
meeting or service venue. he will orient all the applicant before it undergoes the
traditional rights. He will be the one to issue form 004.

4. Master Keeper of the wealth (treasurer) Cluster A, Group a: Local Council

Ebene
He shall be the custodian of the coffers of the AKP, and such shall likewise have the
obligation to collect, receive and disburse all money and valuables upon the direction
of the local council grand skeptron. He shall keep and have charge of All book of
accounts which shall be open to for inspection and be audited by the national auditor.
Submit report to the local chapter gs form 012.

5. Master Sergeant at Arms Cluster A, Group a: Local Council Level

He, as head of the disciplinary committee chapter level, has the duty to receive
complain ( form 011) and grievances, hear its merit and submit to the local chapter
grand Skelton his report and recommendation thereof. He shall have the power to call
the attention of earring chapter members, he shall be known as the traditional rights
keeper for all the new applicant keep the record of form 002, form 003 and form 004.
He shall report directly to the lc gs.

6. Master Examiner of Accounts Cluster A, Group a: Local Council Level

He shall review, check, inspect, examine and inventory all the monetary received and
disbursed by the master custodian of wealth (form 012), he shall generate monthly
report to the local chapter gs, (form 016).

Section 6. The Committee Creation

All Grand Skeptron has the power to create committee and appoint its members,
it should not be a conflict to the existing duties of the elected officers.

Section 7. The Creation of Resolution

All Chapter, Local Council, Provincial Council, Regional Council and the National
Supreme Council can create a resolution with the majority vote of the officers, the resolution
must not violate any provision of this constitution, if in conflict with any of the provision of this
constitution the constitution will prevail.

Article 7- Rights, Duties and Obligation

Section 1. Rights
Members of ALPHA KAPPA RHO shall enjoy the following rights:
a. All full pledge members have the right to be address as Skeptrons and enjoy all the
right and privileges according by the constitution.
b. All members shall have right to maintain his/her personal life.
 c. All members regardless of their rank, age, gender, religion, language and status in life
shall have the equal right provided hereto that all opinion should be well mannerly
convenience although one should still show high regard of respect to the 16 founding
fathers and all seniors with in the AKP
d. Every member shall have the right for free expression or to voice out his her opinion,
belief, conviction, judgement, criticism, and suggestion in all issues pertaining to
ALPHA KAPPA RHO that this views should be in written form submitted to the National
Supreme Council to properly address the issue in hand. No inquisition shall be
entertained in all forms of social media and one should be liable to face disciplinary
action in accordance to uphold the integrity of AKP. The AKP should not put in
humiliation.
e. No members shall be reprimanded, suspended, impeached or expelled without due
process, members shall be given notice to explain form 020 his side of the complaint.
Fail to comply with in the 48 hours period. Fail to respond a second and third notice
will be given, in no response the disciplinary committee can implement its decision.
The member can appeal the decision to the higher council up to the GHS, BOT, the
GHS decision is final.
f. Every member has the right to suffrage, and must register to the local chapter and
local council as voting skeptron. Voting skeptron is the active skeptron for the year.
g. Every member has the obligation to provide monthly dues for their chapter.

Section 2. Duties and Obligations

Every member shall have the obligation to perform the following task to wit:
a. Every member shall always be willing to help his fellow skeptron, and remain
humble at all time.
b. Every member shall at all time show respect to the Grand High Skeptron, the
Founding Fathers, the officers and its fellow skeptron regardless of age, gender,
status in life.
c. All skeptron must be marked with the standard AKP Ritual.
d. Every member must conduct himself / herself in a manner befitting a responsible
skeptron, or citizen or residence of a particularly country, school, community
thereby upholds the integrity of AKP.
e. A Skeptron is obligated to defend the good name of AKP when he believes same
in being maligned or unfairly accused, thereby promoting and protecting the
integrity of AKP.
f. All members are directed to recruit new applicant.
g. Every member shall abide by the honor all lawful rules and regulation handed down
by the GHS, BOT and NSC.
h. A skeptron must help develop social responsibility and awareness in the
community or in the society as a whole, by encountering the youth and the
residents or a particular community to participate in the community affairs and
geared towards social progress, and must be a role model of good to the
community.
i. Every member must religiously pay his dues, contributions and financial
responsibility to the AKP.
j. Every member must actively participate in the affairs of the AKP.
k. Every member is a missionary of dominance, and will organize chapters in the area
if no AKP existed.

Article 8- Grounds for Disciplinary Action

The following shall be the grounds for disciplinary action:
1. Gross disregard of the constitution and bylaws of AKP
2. Gross disrespect to the Founders to in any form, it may be in Social
media posting, txt, or verbal.
3. Disgraceful and dishonorable conduct.
4. Gross disrespect or discourtesy to officers and members of AKP.
 5. Malversation of AKP funds, including issuance of unrecognized ID.
6. Dishonesty
7. Oppression of AKP Brothers and Sisters
8. Neglect of Duty
9. Falsification of official AKP documents, forms, CBL, and Certificate of
Registration.
10. Inefficacy
11. Insubordination
12. Elected Officers that will organize or form other group that will create
partisan activities, or agitating division with the AKP will automatically
be terminated from their position, and the BOT with the approval of
GHS will have the free hand to appoint any other qualified brethren so
as to avoid the propagation of their influence within the AKP
13. Members the will organize or form other group that will create partisan
activities, or agitating division with the AKP will be subject for
disciplinary action.
14. The Creation of Chapter or Group, that is not registered by the local
council.
15. Conduct prejudicial to the personal interest or gain
16. Lobbying for personal interest or gain
17. Improper handling of AKP logo and paddle
18. Gross abuse of official duties
19. Inflicting and Psychological injury to fellow skeptron
20. Taking undue advantage of fraternal siblings in pursuit to personal gain
21. Improper and gross misconduct during official meeting
22. Breaking the Code of Silence
23. Creating Social Media Group, website that is not approved by the
National Supreme Council.
24. Improper conduct in public which tends to put the good name of AKP in
bad light
25. Improper wearing of shirts with AKP LOGO.
26. Agitating fellow skeptron to engage in criminal activities
27. Mendicancy or practice of begging to fellow skeptron for his financial
needs.
28. Non-Payment of regular dues
29. Soliciting without the approval of form 017
30. Violent acts, grave threat, inflict evil, injury, or damage either with his
fellow skeptron or to anyone in the society.
31. Discourtesy
32. Providing information to other organization that will jeopardize the AKP
33. Joining other fraternal organization
34. Creating history that is not validated and approved by GHS
35. Taking advantage of Sister or Brothers for sexual favors
36. Illegal recruitment for personal gain without the consent of the local
chapter
37. NO FREE LOVE (Members who are legally married are prohibited to
have an affair to any members)

Note: Disciplinary action will vary to the degree of the violation from the minimal penalty to
suspension and to expulsion. A case hearing will be made and the concern party can appeal the
decision to the higher council level until it reached to the GHS, the GHS decision is final and
cannot be appeal.

Article 9 – Anti Hazing Law and Accepting Membership Steps

1. Anti Hazing Law - ALPHA KAPPA RHO follows the anti-hazing law and replace it with
ALPHA KAPPA RHO traditional rights (i.e. Community servicing, Collegiate servicing).
After 5 months, submit form 003 for newly survive confirmation.
 2. Accepting Members
a. All applicant must be at 18 years of age.
b. All applicant must undergo Traditional Rights of Servicing of at least 5 months
c. All applicant must be properly oriented on the Process of Accepting Member
d. All applicant with in the Traditional rights of Servicing is considered a
Probationary Member ( form 002)
e. After 5 month all Probationary member must apply for Conformation of
membership (form 003) and must follow the process of Conformation of
Membership.

Article 10 – Honorary Membership / Alumni and Akrho Family

1. Honorary Membership - Any individual maybe conferred the status of a Distinguished

Skeptron upon the endorsement by a particular District, Provincial, or Regional council,
and approved by the Board of Trustees convened in the official assembly use form 023.
2. Alumni – is one who is a graduate of a college/university or any learning school. Any
member who’s been active for 8 years shall be considered alumni use form 022.

3. Akrho Family – Are 1st degree relative of AKP members. They are Father, Mother, Wife,
Children, Brother and Sister.

a. Each member shall give due respect to members of Alpha Kappa Rho family.
Members of Akrho family can wear AKP Fraternity shirts and given respect of
handshake.
b. Akrho family members are prohibited from attending meetings, traditional
rites, elections of AKP Fraternity. They are also prohibited from Ritual Burns
of AKP.
c. If ever member of AKP family is affiliated or member of different fraternity,
they are prohibited from wearing AKP fraternity shirt and can’t be given AKP
handshake.

Article 11- Election

Section 1. Right to Suffrage
A bonafide, genuine and certified member of AKP, duly recognized in good standing
and registered active form 006 member may exercise to suffrage for the chapter.

Section 2. Comelec
a. National Level Composition- The BOT will be the comelec for the National Election
and GHS will be the comelec chairman.
b. Regional Level – The NSC will be the comelec for the election on the Regional Level
and the NSC GS will be the comelec chairman.
c. Provincial Level – The Regional Council will be the comelec for the election of the
Provincial Level and the Provincial GS will be the comelec chairman
d. Local Council Level – the Provincial council will be the comelec, for the election of the
local council level, the Provincial council GS will be the comelec chairman.
e. Local Chapter Level – the local chapter GS can appoint a non-bias chairman to chair
the local chapter election.
Section 3. Election Date:
a. National Level – First Sunday of February
b. Regional Level – First Sunday of March (form 009)
c. Provincial Level – First Sunday of April (form008)
d. Local Council – First Sunday of May (form 007)
e. Local Chapters – First Sunday June (form 005)
f. All result must be at the national level on the first week of July
 g. Election protest must be file 1 week after the election date, and it will be resolved and
heard 1 week after aug 8.
h. For qualification refer to Article 5- Officers, Official Titles and Qualification
Section 4. Election during Convention:
This can be used upon the approval of GHS and BOT, and during the majority votes of
all delegates. And the presence of a Founder and a BOT with the full approval of GHS. A six
month notice to all prior to the date of the Convention and the Election.

Article 12- Rules and Regulations

Section1. Rules
a. All laws of the land, policies of school, natural laws, common laws, and rules and
regulation of the AKP must be adhere to, complied with and obeyed by all the
members of AKP.
b. The anti-hazing law shall be observed by all members of AKP.
c. A legally married skeptron shall not engaged in amorous affairs with his/ her
unmarried or married fellow skeptron
d. No skeptron shall inflect physical or psychological harm against another skeptron.
e. No skeptron shall malign another skeptron
f. In case of grievance against fellow skeptron, he or she shall bring this to the
attention of the local local council or any concerning council or chapter where he she
is a member
g. Should there be plans to accreditation to any government agencies such as
consulate, embassies sec, and like local and foreign should course through to
national council with the approval of the BOT and GHS.
h. AKP ID
 Council outside of the Philippines ID – Issued by Council outside of the
Philippines with the signature and approval of GHS
 National ID – Issued by the National Council with the National GS Signature,
and the national roll number will be assigned.
 National Yearly Active ID – must have the signature of the National GS,
VGS, Regional GS and Provincial GS.
 Recognize and Valid AKP ID:
1. National ID – Only the National Supreme Council can issue the
National ID. All full pledge Skeptron must apply and have the
National ID.
2. National Yearly Active ID – Only the National Supreme Council
can issue the National Yearly Active ID. National Yearly Active
ID Color Coding : Yellow for Probationary Member, Green for
General Active Members, Red for Chapter Grand Skeptron Only,
Blue for Local Council Grand Skeptron Only, Black for Provincial
Council Grand Skeptron Only, Orange for Regional Grand
Skeptron Only, Silver for National Grand Skeptron Only and Gold
for the Founders and BOT.
3. Alumni ID – for Alumni Level Only must be supported by the
National Yearly Active ID and The National ID.
4. Sorority ID- for Sorority Level Only must be supported by the
National Yearly Active ID and The National ID.
5. CHAPTER ID – for Chapter Level Only must be supported by the
National Active ID and The National Yearly Active ID
 Alumni Id for the AKP alumni association recognized alumni group, must
have the signature of the AKP Alumni Association chairman signature of its
jurisdiction and the NSC GS signature fail to have both signature ID is
invalid.
 Sorority Id for the AKP Sorority,must have the signature of the AKP Sorority
Chairwoman signature if its jurisdiction and the NSC GS signature fail to
have both signature ID is invalid.
 i. Any breakaway member or group that intends to form another group cannot carry the
name ALPHA KAPPA RHO, AKRHO, AKP, SKEPTRON otherwise they shall be
liable to face legal sanction.
j. No one can claim nor should claim that they are one of the founder other than the 16

Section1. Regulations
Any members of AKP found violation in any provision of the constitution and bylaws shall face
disciplinary action.

Article 13- Revenues

Section 1 Derivatives of Revenues
a. Forms transaction form 001, 002, 003, 004, 005,006, 010,
b. Proceeds from the rent or sale of akp properties
c. Cash donation of AKP benefactors
d. Other lawful ways and means to generate funds, ex. Raffles or contest and likewise
all chapter solicitation.

Article 14- AKP National Standard Transaction Form

All local chapters, local council, provincial council, regional council and National Supreme
Council must follow the National Standard Transaction forms.

2. CHAPTER LEVEL

a. New Chapter Application

i. Form 001 – new chapter application

Note: Submit the forms to your local chapter, if there is no local council
organized in the area, submit it to your provincial council if no provincial council
 organized in the area submit it to your regional council if no regional council
organized in the area submit it directly to the national VGS of your jurisdiction
for approval.

b. Monthly Chapter Meeting / Service

i. Form 019 – yearly plotted schedule for meeting and service
ii. Form 021 – standard practice for meeting
iii. Form 018 – meeting and service agenda
iv. Form 015 – yearly target
v. Form 016 – monthly report
vi. Form 012 – funds and expenses report
Note: form 019 will be furnish after August 8 and all chapter members must be
given a copy of the yearly plotted schedule and must be use a guide for the next
meeting schedule, form 021 must be used as a guide for proper meeting
program.

c. Membership and recruitment

i. Form 002 – petition for new members
ii. Form 003 – newly survive conformation
Note: form 003 must be furnish after 5 months of the form 002 date of survive,
a servicing program will take place within 5 months of service.

d. Member will transfer to a different chapter

i. Form 004 – petition for transferring
Note: No chapter allowed to accept members who will transfer without the
form 004 completed and signed by his origin chapter, if origin chapter no longer
exist, any chapter grand skeptron can certify the authenticity of the
membership.

e. Member asking for aid and assistance

i. Form 017 – assistance or collection form
Note: any assistance must be monitor by the form 017, fail to furnish form 017
and collection made the local chapter gs is subject for D.A., if no chapter exist go
to your local council.

f. Official Letter head

i. Form 013 – official letter head
Note: use this form for notes, memo, or any official letter for the organization,
if you have your local chapter letter head use it.

g. Chapter audit form

i. Form 024 – audit form
Note: an audit must be done after every chapter meeting, chapter auditor can
be elected or appointed. Appointed auditor must be a past chapter officer. The
audit result must be the basis of the monthly chapter audit done by the local
council

h. Complain and Investigation

i. Form 011 – petition for investigation or complain form
ii. Form 020 –case hearing and decision form

3. LOCAL COUNCIL, PROVINCIAL COUNCIL, REGIONAL COUNCIL, NATIONAL COUNCIL LEVEL

 Note: all approving officers for all the transaction form must keep a record of
their approval number given.

Article 15- AKP Tradition and Amendments

Section 1. AKP TRADITION
The policy and AKP Tradition of having a mark of a Skeptron shall be forever observed.
Section 2. Amendments
The AKP Constitution and bylaws shall be subject to amendments when called by the
National Supreme Council Grand Skeptron. And ratified by the BOT and approved by
GHS.
