Being an active part of Community Policing as man of many achievements and

speaking truth, performing fundamental duties, as social reformer, compassionate
citizen, and unpaid labour for flora and fauna, with our mission: Conservation beyond
imagination, during the Golden Jubilee years of activism, nothing for gain and profit,
Whistleblower for community service, it is humbly submitted that:
1. I am a retired non-official Member, State Committee for Slaughter Houses, De-
partment of Urban and Local Bodies (Govt. of Haryana), established as per di-
rections of Hon’ble Supreme Court of India, in CWP No. 309 of 2003.
2. I am a Master Trainer in Animal Welfare, decorated by the Govt. of India, retired
as Commissioner, Bharat Scouts and Guides, Haryana.
3. Lifetime working as Chief National Commissioner, Scouts and Guides for Ani-
mal and Birds, along with National Authority for Animal Welfare, OIPA: Indian
People for Animals.
4. I had been CPCSEA nominee, Nodal Inspecting Authority for Haryana and ad-
joining Rajasthan, for Animal Welfare Division (Govt. of India) and Inspecting
Authority for Animal Welfare Board of India, for Haryana and Punjab, as per item

No. 3 of 39th AGM of AWBI, keeping in view the recommendations of Screening


Committee of AWBI.
5. I had been volunteers of Wildlife Crime Control Bureau, and Convener of Animal
Welfare Party, political wing for flora and fauna.

Fundamental duties: It shall be the duty of every citizen of India:

(a) to abide by the Constitution and respect its ideals and institutions, the
National Flag, and the National Anthem.
(b) to cherish and follow the noble ideals which inspired our national struggle
for freedom.
(c) to uphold and protect the sovereignty, unity, and integrity of India.
(d) to defend the country and render national service when called upon to do so.
(e) to promote harmony and the spirit of common brotherhood amongst all the
people of India transcending religious, linguistic, and regional or sectional
diversities, to renounce practices derogatory to the dignity of women.
(f) to value and preserve the rich heritage of our composite culture.
(g) to protect and improve the natural environment including forests, lakes,
rivers and wildlife, and to have compassion for living creatures.
(h) to develop the scientific temper, humanism and the spirit of inquiry and
reform.
(i) to safeguard public property and to abjure violence.
(j) to strive towards excellence in all spheres of individual and collective activity
so that the nation constantly rises to higher levels of endeavour and
achievement.
(k) who is a parent or guardian to provide opportunities for education to his child
or, as the case may be, ward between the age of six and fourteen years.
Five basic principles of Mahatma Gandhi:
Gandhian ethics and values refer to the moral and philosophical principles espoused
by Mahatma Gandhi, a prominent Indian freedom fighter, and social reformer. Gandhi's
philosophy was based on the idea of non-violence, truth, and selfless service to
others. Some of the key elements of Gandhian ethics and values include:
Satya (Truth):
Gandhi believed that truth is the
foundation of all morality and the highest
form of devotion. He advocated speaking
the truth at all times and rejecting
falsehood, deception, and hypocrisy.
Ahimsa (Non-violence):
Gandhi was a staunch believer in non-
violence or ahimsa. He believed that
violence only begets more violence and
that true strength lies in peaceful
resistance to oppression and injustice.

Sarvodaya (Welfare of All):


Gandhi's philosophy was centered
around the idea of sarvodaya, which
means the welfare of all. He believed that
every individual, regardless of caste,
creed, or social status, should be given
equal opportunities to live a dignified life.
Swaraj (Self-rule):
Gandhi believed that India's
independence from British rule could
only be achieved through self-rule or
swaraj. He advocated for economic self-
sufficiency and self-reliance, along with
political independence.
Satyagraha (Soul force):
Satyagraha refers to the use of non-
violent resistance to achieve social or
political change. Gandhi believed that the
power of truth and non-violence could
overcome even the most entrenched
systems of oppression.
Overall, Gandhian ethics and values emphasize the importance of compassion,
selflessness, and service to others, along with a commitment to truth, non-violence,
and social justice. These principles continue to be influential in contemporary India
and around the world.
It is observed that:
1. The 103 Constitutional Amendment Act brought in a 10% reservation for Eco-
nomically Weaker Sections (EWS) of society other than Backward Classes,
Scheduled Castes, and Scheduled Tribes for admission to central government
and private educational institutions and recruitment in central government jobs,
seems to be a job seeker instead job provider as promoting make in India.
2. Government of India had in August 2008, approved the introduction of a new
credit linked subsidy programme called Prime Minister's Employment Genera-
tion Programme (PMEGP), It was launched by merging the two schemes that
were in operation till 31st March 2008, namely Prime Minister's Rojgar Yojana
(PMRY) and Rural Employment Generation Programme (REGP) for generation
of employment opportunities through establishment of micro enterprises in
non-farm sector for rural as well as urban areas. PMEGP is in operation since
2008-09 and has been approved for continuation over the 15th Finance Commis-
sion cycle i.e., for the period of five years from 2021-22 to 2025-26. PMEGP is a
central sector scheme being administered by the Ministry of Micro, Small and
Medium Enterprises (MoMSME). The scheme is being implemented by Khadi
and Village Industries Commission (KVIC), a statutory organization under the
administrative control of the Ministry of MSME as the single nodal agency at the
National level. At the State level, the scheme is implemented through State of-
fices of KVIC, State Khadi and Village Industries Boards (KVIBs), District

Industries Centres (DICs), Coir Board (for coir related activities) and Banks.
Government may also involve other suitable agencies for implementation of the
scheme. The Government subsidy under the scheme is routed by KVIC through
the nodal Bank to the Financing Bank branches & subsequently transferred to
the beneficiary account after completion of lock-in period based on the outcome
of the physical verification report. The Implementing Agencies (IA) will associate
reputed autonomous institutions in the field of Entrepreneurship Development
in Government of India and State Government Self Help Groups (SHGs) / Na-
tional Small Industries Corporation (NSIC) / Udyami Mitras empaneled under
Rajiv Gandhi Udyami Mitra Yojana (RGUMY), Rural Self Employment Training
Institute (RSETIs) / Rural Development & Self Employment Training Institute
(RUDSETIs), Panchayati Raj institutions and other relevant bodies in the imple-
mentation of the scheme, especially in the area of identification of beneficiaries,
area specific viable projects, and providing training in entrepreneurship
development, handholding and mentoring of beneficiaries.

Objectives of the PMEGP:

(I) To generate employment opportunities in rural as well as urban areas of


the country through setting up of new self-employment Ventures / pro-
jects / micro enterprises.

(II) To bring together widely dispersed traditional artisans! rural and urban
unemployed youth and give them self-employment opportunities to the
extent possible, at their place.

(III). To provide continuous and sustainable employment to a large segment


of traditional and prospective artisans and rural and urban
unemployed youth in the country, so as to help arrest migration of rural
youth to urban areas.
(IV). To increase the wage-earning capacity of workers and artisans and
contribute to increase in the growth rate of rural and urban employment.

Note:

1). The maximum cost of the project / unit admissible for Margin Money subsidy under
Manufacturing sector is Rs. 50 lakhs.
2) The maximum cost of the project / unit admissible for Margin Money subsidy under
Business / Service sector is Rs. 20 lakhs.
3) The balance amount (excluding the own contribution) of the total project cost will
be provided by Banks.
4) If the total project cost exceeds Rs. 50 lakhs or Rs. 20 Iakhs for Manufacturing and
Service / Business sector respectively, the balance amount may be provided by Banks
without any Government subsidy.

Resolution No. 1
Resolved, that:

1. The above said reservation benefits for economical


weaker sections of upper caste @10% for admission in
educational Institutions and Government job only.
2. The above said reservation benefits for economical
weaker sections of upper caste may be granted @25 -
35%, as margin money subsidy, under PMEGP scheme as
fiscal benefits, being job provider, promoting make in In-
dia, providing employment to others.
3. Own contribution for economical weaker sections of up-
per caste under PMEGP, may be @5 - 10%.
4. STOP discrimination, among job seeker and provider.

Resolution No. 2
Resolved, that:
It's important to address issues of discrimination and ensure fair treatment for all
communities, regardless of their religious or ethnic background. In regions where
there are significant demographic differences, policies should be designed to promote
equality and protect the rights of minority communities.
However, it's worth noting that the situation in Jammu and Kashmir, including Ladakh,
is complex due to historical, political, and social factors. The region has experienced
decades of conflict and tensions, which have undoubtedly influenced the dynamics
between different religious and ethnic groups.
Efforts to promote equality and address discrimination should be based on principles
of justice, fairness, and respect for human rights. This might involve ensuring
representation and participation of all communities in decision-making processes,
implementing policies that promote inclusive development, and fostering dialogue and
understanding among different groups.
Ultimately, fostering a culture of tolerance, respect, and equality is essential for
building a peaceful and harmonious society, regardless of religious or ethnic

differences.
The Prime Minister's Employment Generation Programme (PMEGP) is a central
government scheme aimed at generating employment opportunities by promoting
entrepreneurship, particularly in the micro-enterprise sector. The scheme is available
to all eligible individuals, regardless of their religious affiliation or community
background.
In regions like Jammu and Kashmir, including Ladakh, where there may be
demographic differences and unique socio-political dynamics, the PMEGP is intended
to benefit all eligible entrepreneurs, including those from minority communities.
The PMEGP provides financial assistance for setting up new ventures or expanding
existing ones through the establishment of micro-enterprises. This assistance
includes both loan and subsidy components, with the aim of fostering
entrepreneurship and job creation.
It's important for the government to ensure that the PMEGP scheme is implemented
transparently and fairly, without discrimination based on religious or ethnic factors.
By supporting entrepreneurship and economic development across all communities,
the PMEGP contributes to overall growth and prosperity in the region. Additionally,
efforts to provide targeted support and address specific challenges faced by minority
communities can complement broader initiatives like the PMEGP, ensuring that all
segments of society have access to opportunities for economic empowerment and
advancement.

Ladakh. Why J&K Rural employment Generation Programme, not implemented in UT
of Ladakh?
