Two more Zheng Sheng Association directors arrested over unfair trade practice

Customs on Thursday arrested two more directors of the Christian Zheng Sheng Association in relation to a complaint that the rehabilitation institution refused to refund students’ book fees and accommodation deposits.

The latest arrest, two men aged 44 and 64, came just days after officers arrested the vice-chair of the association, 66-year-old Reverend Siu Yu-fat on Tuesday and a 47-year-old male staff member yesterday.

The two men arrested on Thursday have been released on bail pending further investigation, Customs said.

The enforcement said it received information alleging that a staff member of a rehabilitation institution falsely claimed to a customer that the prepaid book fees for a two-year training course could be refunded. However, the institution did not refund the fees in the end.

In addition, the staff member claimed that the customer's accommodation deposit would be refunded after his children completed the course. However, it was only after the institution had ceased to provide the training course that the customer was told the deposit would not be refunded even if the course was discontinued.

Christian Zheng Sheng College has ceased all operations since Sunday (Jul 7).

Under the Trade Descriptions Ordinance, any trader who applies a false trade description to a service supplied to a consumer could face a maximum penalty of a HK$500,000 fine and five years’ imprisonment. 

Customs said an investigation is ongoing, and the possibility of other persons involved in the case being arrested is not ruled out.
