The WHO's transformation centers on one guiding principle: measurable impact. This is succinctly stated by the Director-General, Dr Tedros, "we can only make progress if we measure progress."

The United Nations Heads of State Meeting in September 2023 voiced an urgent need to expedite progress on SDGs, highlighting the necessity to double the rate of advancement: "We are alarmed that the progress on most SDGs is either moving much too slowly or has regressed below the 2015 baseline." Of particular importance, to achieve the Universal Health Coverage 2030 targets, the world must double the pace of progress.

The meeting further concluded: "We pledge to strengthen international, national and local data systems' efforts to collect high-quality, timely, relevant, disaggregated, and reliable data on SDG progress and to strengthen data and statistical capacities in developing countries."

WHO's strategic plan is encapsulated in the GPW 13 (2018-2024) and the forthcoming GPW 14 (2025-2028), both of which are predicated on a results-based ethos. To navigate the evolving global health challenges and to hasten SDG achievement, WHO organized its operations around three strategic shifts: stepping up its leadership, catalyzing public health impact across countries and prioritizing global public goods.

To support countries, increase accountability and credibility, and accelerate progress, WHO must address two fundamental and related problems: slow progress and insufficient information. WHO is committed to supporting countries to improve data quality and accessibility, using evidence to drive measurable impact, and aligning biennial budgets with organization's priorities.
