p.36 / A very ... / The new Cuban Republic found itself immediately required, however, while American soldiers were on the island, to conclude a treaty with the United States, the content of which came directly from the so-called Platt Amendment[. Accordingly], Cuba gave the United States the right to intervene – the expression ‘to intervene’ is [actually] used – for the preservation of Cuba’s independence; further, to secure a Cuban government in a position to protect life, property and personal freedom and to maintain public security and order in Cuba; and finally in order to ensure the fulfilment [zur Sicherung] of certain financial requirements. Above all it is a matter of protecting life, property and freedom. (English)
