1957年，安德烈·馬爾羅擔任法國文化部長時，設立這個勳章。藝術與文學勳章仿效了法國路易十一時代的聖米迦勒勳章（Ordre de Saint-Michel）。1963年，法國總統夏爾·戴高樂確認了這個勳章的地位，將它視為法國功績勳章的輔助角色。
