Josh Gallion (Republican Party) is the North Dakota State Auditor. He assumed office on December 15, 2016. His current term ends on January 1, 2025.

Gallion (Republican Party) is running for re-election for North Dakota State Auditor. He is on the ballot in the general election on November 5, 2024.[source] He advanced from the Republican primary on June 11, 2024.

Biography

Gallion was born in Spokane, Washington. From 1998 to 2002, he was enlisted in the U.S. Air Force Base and stationed at Minot Air Force Base in Minot, North Dakota. He settled in Bismarck, North Dakota, following his Air Force enlistment. Prior to becoming state auditor, he was an accounting manager for the North Dakota Public Service Commission. He has also worked as a financial officer for the North Dakota Department of Transportation; in customer service with Fougner Engineered Sales, Inc. of Bismarck; and in a management position with his family’s business, R.W. Gallion, Inc. in Spokane.[1][2]

Gallion obtained his higher education and met his wife, Becky, while stationed in North Dakota. He has an associate degree from Bismarck State College; a B.S. in accounting and business administration from Dickinson State University; and an M.B.A. from the University of North Dakota. The Gallions have two daughters.[1][2]

North Dakota State Auditor (2016-present)

Gallion was first elected to the office of North Dakota State Auditor in 2016. He was sworn into office on December 15, 2016, replacing predecessor Robert Peterson (R).[3]

Gallion was the Republican candidate for auditor in 2016. He was the first candidate to declare for the race, followed by fellow Republican Brian Kroshus. Gallion had said he would not run in the June primary if he did not win the party's endorsement at the state convention, held from April 1 to 3.[4] He indeed won the endorsement; Kroshus did not file to run in the June 14 primary. Gallion was therefore unopposed in the primary election and competed with Libertarian Roland Riemers in the November 8 general election.

Noteworthy events

The North Dakota Office of the State Auditor releases several reports per week detailing the findings of audits conducted by the office. As auditor, Gallion has overseen audits that uncovered irregularities by state and local government agencies.[5]

Improper storage of COVID-19 vaccines (October 2022)

An October 2022 audit report revealed the North Dakota Department of Health had stored 1,912 Moderna COVID-19 vaccines at the improper temperature and allowed the medications to be administered to patients. Additionally, the Department of Health was unable to provide temperature records for 12,828 Pfizer COVID-19 vaccines that were administered to patients.

“We recognize that the pandemic brought on immeasurable challenges to all medical staff across the state,” said Gallion, regarding the findings. “Even in stressful situations it’s critical for guidelines to be followed to ensure the efficacy of vaccines. The highest standard of care is required when administering healthcare — including vaccines — to citizens.”[6]

Procedures not followed for children in abusive environments (August 2022)

An August 2022 audit report on North Dakota Department of Human Services found that the DHS was not “adhering to their own policy of checking on children from reported abusive situations in the allowed timeframes.” The policy required the DHS to check on children within 24 hours of a report of an abusive situation, but the audit found responses had averaged 13 days.

The audit estimated that “577 cases of severe child abuse for extended amounts of time may have been avoided if timely attention had been paid after abusive situations had been reported. The audit noted that this was the sixth consecutive year that the DHS had been found in violation of the policy.

“This is the third consecutive audit that our team has identified that children are in extreme abusive situations for longer than they should be,” said Gallion, in reaction to the findings. “These are children who are experiencing sexual abuse, physical abuse, drug use, and are at risk of death. I urge DHS to work with the legislative assembly to gain resources to be responsive and better staffed so these unacceptable conditions improve for the most vulnerable voices.”[7]
