    How Modi, Obama sealed the civil nuclear deal

    The deal was sealed after two major irritants were dealt with. First, President Obama agreed to use his executive powers to waive off the 'tracking' clause, that India opposed on grounds of sovereignty. On the Nuclear Liability Law, which was a major issue for the US, it appears to have agreed to an insurance pool the Indian government plans to start with public sector insurers.
