Do Canada's recent immigration changes affect your PR application?

Synopsis

For all three Express Entry programs (Canadian Experience Class, Federal Skilled Worker Program and Federal Skilled Trades Program), requirements will now be updated to align with the new NOC 2021 structure.

With the transition to NOC 2021, Canada has now made workers in sixteen occupations eligible for Express Entry, while three occupations become ineligible.

However, the three newly ineligible occupations will remain eligible for programs with broader occupational eligibility criteria, such as some streams of the Provincial Nominee Program (PNP).

NOC 2016’s Skill Type and Skill Levels will be replaced with NOC 2021’s TEER Categories:
Skill Type/Level TEER Category

Skill level BTEER 2 and TEER 3
If you plan to submit a new Express Entry profile, you need to
  • search for your occupation under the NOC 2021 list on the Employment and Social Development Canada (ESDC) website
  • submit your TEER Category and 5-digit occupation code when filling out your profile
If you have already submitted a profile, but have not been sent an invitation to apply (ITA), you need to
  • search for your occupation under the NOC 2021 list on the ESDC website
  • update your profile with your TEER Category and 5-digit occupation code
If you have received an ITA before November 16, 2022, you must submit your application for permanent residence using NOC 2016.

Type/Level of work experienceWork experience in an occupation listed in 1 of these NOC TEER Categories:
  • TEER 0

Amount of work experienceOne year continuous within the last 10 years (combination of part-time, full-time or more than 1 job in your primary occupation)
Job offerNot required.
But you can get selection criteria (FSW) points for having a valid job offer.

You can get more selection criteria (FSW) points for your post-secondary education.

  • CLB 5 for speaking and listening
  • CLB 4 for reading and writing
Type/Level of work experienceWork experience in a skilled trade under key groups of TEER 2 or TEER 3
Amount of work experienceTwo years within last 5 years (either combination of full-time or part-time work)
Job offerRequired
  • a valid job offer of full-time employment for a total period of at least 1 year or
  • a certificate of qualification in that skilled trade issued by a Canadian provincial, territorial or federal authority
