Semiconductor projects on fast-track
Lucknow: One of the four semi-conductor manufacturing projects being evaluated by the UP govt will be placed before the state cabinet soon.
Confirming this, principal secretary, industrial and infrastructural development, Anil Kumar Sagar said: “The state govt has envisioned development of UP into a semi-conductor manufacturing hub. In line with this thought, govt has fast-tracked processing of these investor proposals.
In fact, one of the four proposals -- Tarq Semiconductor Private Limited (a subsidiary of the Hiranandani group) -- would be placed before the empowered committee for clearance.”

Proposals received by govt are first reviewed by a project implementation unit (PIU) and if cleared at this level they are tabled before an empowered committee led by chief secretary. Thereafter, the committee would forward the proposals for cabinet approval so that they may be sent to the Union govt for a final call.
Sagar said, “Proposals by two more players were evaluated and cleared by the PIU. Once the paperwork is done, they will also be placed before the empowered committee.” Sources revealed that the proposals by Kaynes Semicon Private Limited and Vamasundari Investment Delhi Private Limited were discussed and cleared.
Asked to comment on the status of the fourth proposal, Sagar said: “The fourth company has been asked to furnish additional details on the source of their technology. We have sought information on the technology transfer agreement between them and the mother company. This is important because any proposal holds no meaning till they have the semi-conductor manufacturing technology in place.” Aditech Semiconductors Private Limited is the fourth player in fray.

Industry experts are lauding UP’s proactive role in the area. “Within six months of coming up with a dedicated semiconductor policy, three proposals are in advanced stage of progress,” said Manish Agarwal, vice-president Laghu Udhyog Bharti, a national level industry body of Micro and Small Industries working since 1994. “A number of small and micro industries will come in the ripple effect once the semi-conductor manufacturing begins in the state,” he added.
Sagar said: “It is estimated that coming of a semi-conductor manufacturing unit creates 2000-4,000 jobs and indirect employment to over 10,000.” At this rate, UP can look forward to creation of 50,000 jobs in semi-conductor manufacturing.
