Important Fenceline Monitoring Update for Synthetic Chemical Manufacturers and Related Industries On May 16, the EPA published a final rule implementing air emissions standards for synthetic chemical manufacturers and related industries. As part of the rule, affected facilities are required to monitor emissions of specific hazardous chemicals at the fenceline. Here's a breakdown of the key points: • The fenceline monitoring requirements for the New Source Performance Standards for the Synthetic Organic Chemical Manufacturing Industry and National Emission Standards for Hazardous Air Pollutants for the Synthetic Organic Chemical Manufacturing Industry and Group I & II Polymers and Resins Industry (https://bit.ly/3KQEESK) applies to affected facilities that manufacture, use, store, or emit specific hazardous chemicals. • The “effective date” for this rule is July 15, 2024, which is 60 days after the rule is published in the Federal Register. • Existing affected facilities will need to implement fenceline monitoring to track emissions of these pollutants, which is required to begin by July 15, 2026. • New plants or plants that are modified must comply with the rule when it takes effect or when they begin operation, whichever is later. • One year after monitoring begins, facilities subject to the rule must submit quarterly fenceline monitoring reports using EPA’s CEDRI system. The data will be due within 45 days of the end of each quarter and the EPA will make the emissions data publicly available on its WebFIRE webpage.
