Soraya Gargash, negotiator for Just Transition and Response Measures, delivered opening remarks at the first Global Dialogue on the Impacts of the Implementation of Response Measures in Accra, Ghana. She highlighted the importance of considering social and economic factors in designing the next round of NDCs in order to ensure sustainable development and the protection of lives and livelihoods. The Global Dialogue, one of COP28’s outcomes, aims to address the effects of implementing NDCs, focusing on maximizing the social and economic benefits whilst minimizing any negative impacts. #COP28

Finland has joined the Coalition for High Ambition Multilevel Partnerships (CHAMP). I am delighted to share insights from my recent address at the #G20, focusing on the transformative potential of the Bioeconomy Initiative. This year, as we build on the momentum of COP28 UAE, we recognize the critical overlap between the Rio Conventions on climate, desertification, and biodiversity and our pursuit of a sustainable bioeconomy. At COP28, we set significant milestones, including commitments like zero deforestation by 2030, part of the UAE Consensus aligned with the Global Biodiversity Framework. These efforts underscore our approach to integrating nature into our climate strategies, especially within food systems, and emphasize the importance of revising Nationally Determined Contributions (NDCs) to leverage nature in achieving our climate goals. Financing the bioeconomy is crucial. It’s about quality, ensuring benefits reach indigenous peoples, local communities, and smallholder farmers. The G20’s focus on actionable Bioeconomy Principles promises to accelerate our commitments to the Paris Agreement and the Global Biodiversity Framework, fostering a net-zero, nature-positive economy centered on equity.

COP28 Deputy Chief Negotiator, Iman Ustadi, delivered opening remarks at the Transparency High-Level Dialogue in Baku, emphasizing the critical role of the Enhanced Transparency Framework (ETF) in driving climate ambition, accountability, and delivering on the UAE Consensus and the long-term goals of the Paris Agreement. She also commended the COP29 Presidency for launching the Baku Global Climate Transparency Platform, a key tool for fostering collaboration among stakeholders to ensure the timely and effective submission of Biennial Transparency Reports (BTR). The dialogue, attended by ministers and government officials, focused on building political momentum ahead of COP29 to advance progress on the transparency agenda and support the successful implementation of the ETF. #COP28 #UAEConsensus #COP29

Today, COP28 Deputy Chief Negotiator, Omar Al Braiki delivered opening remarks at the 3rd AD Hoc work programme on the New Collective Quantified Goal, highlighting the importance of delivering outcomes that ensure accessible, affordable, and scalable climate finance to support developing countries. He also underscored the collective responsibility to build on the progress achieved under the UAE Consensus and ensure the New Collective Quantified Goal (NCQG) reflects global ambition. The COP Presidencies Troika hosted a Majlis session at the 5th Global Conference on Strengthening Synergies between the Paris Agreement and the 2030 Agenda for Sustainable Development in Rio de Janeiro, focused on exploring solutions and opportunities related to adaptation efforts in this critical decade of climate action. During the session, COP28 Chief Negotiator Hana AlHashimi stressed the need to frame adaptation action in terms of building resilience, highlighting the UAE Framework for Global Climate Resilience as a roadmap on how to build an integrated approach to climate-proofing sectors and systems. Collective Action is one of three pillars under the Global Climate Finance Framework. Dr. Sultan Al Jaber, COP28 President, expressed his gratitude for this award and congratulated the entire team, commending their role in fostering global cooperation and delivering breakthrough progress across the entire climate agenda. President of the Republic of the Philippines, Ferdinand R. Marcos Jr. has signed the Loss and Damage Fund Board Act, granting juridical personality and legal capacity to the Board of the Fund for Responding to Loss and Damage. The COP28 Presidency welcomes this decisive action which follows the country’s election as host of the Board in July.
