Charles J. Siragusa is a federal judge on senior status with the United States District Court for the Western District of New York. He joined the court in 1997 after being nominated by President Bill Clinton.

Early life and education

A native of Rochester, New York, Siragusa graduated from LeMoyne College with his bachelor's degree in 1969 and from Albany Law School with his J.D. in 1976.[1]

Siragusa was nominated by President Bill Clinton on July 15, 1997, to a seat on the United States District Court for the Western District of New York vacated by Michael Telesca. The American Bar Association rated Siragusa Unanimously Well Qualified for the nomination. Hearings on Siragusa's nomination were held before the Senate Judiciary Committee on September 30, 1997, and his nomination was reported by U.S. Sen. Orrin Hatch (R-Utah) on October 9, 1997. Siragusa was confirmed on a recorded 98-0 vote of the U.S. Senate on October 30, 1997, and he received his commission on November 5, 1997. Siragusa elected to take senior status beginning on December 15, 2012. He was succeeded in this position by Judge Elizabeth A. Wolford.[1][2][3]

On July 27, 2009, Judge Siragusa ruled that a Medicaid recipient in New York State cannot have gender re-assignment surgery paid by the government insurance program. Morgana Ravenwood sued the state of New York alleging the state violated the 14th Amendment when denying coverage for the operation.[4]
