An effort to recall all five members from their elected positions on the board
of the Chester Public Utility District in Plumas County, California, was launched in July 2012.[1] The five members of the board of directors are Tonu Plakk, Richard Myron Withrow, John William Knopp, Gregg Len Scott and Benjamin Brooks Thompson. As of October 2012, it appeared the recall effort had been abandoned.
Reasons for recall
The notices of intent to recall, which were identical for all five recall targets, cited improper fiscal management and the board's lack of independence from the manager. The recall targets were also accused of failing to protect the ratepayers, taxpayers and employees of the district. At the June 25 meeting, Bill Turner, who served as general manager of the district and Chester's fire chief, retired.[1]
Path to the ballot
The notices of intent to recall, signed by 10 residents, were filed on July 6. Recall organizers needed to submit 335 signatures by September 25.[1] As of October 2012, it appeared that signatures had not been submitted, and that the recall effort had been abandoned.
