Ballot title

The ballot title for Form and Powers of County Government Amendment was as follows:

"

Shall the proposed amendment of Section 3 of Article X of the Constitution of the state of Ohio, to provide that the electors of a county may approve, by majority vote, a county charter changing the form of county government and granting it powers concurrent with those of municipalities and may, in counties having a population over 500,000, approve a charter providing for exclusive exercise of municipal powers by the county with a majority of those voting in the largest municipality and in the county outside such municipality, be adopted?

A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 60 votes in the Ohio House of Representatives and 20 votes in the Ohio State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
