A vote about whether to recall Sheila Harris from her position on the Caldwell School Board took place on March 13th, 2012. Harris was recalled. Harris was elected to her position in May 2011. The recall effort was launched in October 2011.

Background

On October 13, a petition to recall Harris was approved. But in September, the board approved boundary changes that added 1,200 residences to Harris’ zone. The boundary change has brought the validity of the recall under question. The clerk's office only received word that the school board boundary maps had changed after approving the recall petition.

Chief Deputy Clerk Brad Jackson says, "The matter is not addressed in code — period. State code does not anticipate this situation." Jackson has asked the county prosecutor's office to issue an opinion on the matter.

Path to the ballot

Dawna Laird organized the recall effort. She needed to secure 107 signatures prior to December 27 in order to force a recall election. In January 2012, 113 signatures were certified.

Reasons for recall

Laird says Harris should be recalled because she didn’t reveal her pending lawsuit against the Caldwell School District when she became a candidate for the school board. Harris, a former teacher's aide, filed suit against the school district because she says school officials failed to adequately respond to her allegations of sexual harassment. Harris dropped the suit in June 2011 when it was made public.
